Description
The Bureau of Reclamation intends to negotiate on a sole source basis with Allegiance Consulting, Inc. in Denver CO, Consultant Dr. John Smart, to acquire a Report of Findings documenting "events" of A.V. Watkins Dam in November 2006. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the service that will satisfy the agency requirements such as: Preparing such a Report of Findings requires specific expertise: a. In-depth knowledge of Reclamation's Dam Safety Program, from risk evaluation through decision-making b. Knowledge of the dam design, foundation conditions, and geotechnical processes involved in the "event" of A.V. Watkins In order for the report's recommendations to be considered impartial, it is critical that the individual producing the report not be: a. A participant in the activities leading up to the incident b. A participant in the emergency response activities following the incident c. Potentially impacted by any recommendations made in the report A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required items described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide required items must provide supporting evidence that they can meet the Government's needs. This notice is not a request for competitive quotes. All responses received within the "Response Date" on this Announcement will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will only be accepted by e-mail at acapron@do.usbr.gov/. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). The firm must also be registered with Central Contractor Registration (CCR) at http://www.ccr.gov/ and with Online Reps. & Certs. Application (ORCA) at https://www.orca.bpn.gov/. Firms should identify themselves as either small business, or other than small business, in accordance with the size standard 541690 for North American Industrial Classification System (NAICS) which means 500 employees work for your company.
