Description
NASA/JSC has a requirement for the acquisition of the Arc-Jet Stage 3 Steam Ejector. NASA/JSC intends to purchase the items from Unique Systems Inc. The JSC ARMSEF ejector system is a custom built system that was tailored to operate with a specific steam motive force (pressure, temperature, & saturation) to produce specifically desired vacuum/load characteristics for entry simulation testing. The design of this ejector system requires precise engineering and fabrication, since these systems operate on narrow cusps of aerodynamic design points. Because the proper operation of each section of the ejector system is dependent on the matching performance of the other sections, replacement of a single critical component or a complete section of the system with parts based on an alternate design would very likely render the system unserviceable. This error would not be discovered until it is needed to support testing, resulting in unacceptable customer schedule impacts and costly recovery efforts. When replacement of the entire system is needed, replacement with an exact duplicate avoids the time and costs of tearing down and installing a new support structure and generation of a new set of facility configuration drawings. In summary, the lowest risks for impacting customer schedules and generating unexpected costs can be achieved by replacing individual components, sections, or the entire system with an exact duplicates manufactured by Unique Systems. With less than one year of remaining life with the current stage 3 ejector, there is not sufficient time to engineer a new design for the this ejector system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on December 14, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
