- Description: See numbered note: 26. NSN 2540-01-186-0969, Motor, Windshield Wiper. Two speed, 24 volt, DC is being procured in accordance per TDP, (19207) 12342501. There is a First Article Test requirement. (F.A.T) As of this date the only waived source for the material is A.M. General. For all other vendors the requirements of the FAT are that 3 each be tested within 45 days. A quantity of 1016 each is required to be delivered to TRACY CA 95304-5000 and a quantity of 3219 is required to be delivered to NEW CUMBERLAND PA 17070-5001. This solicitation is a 100% Small Business Set-Aside and all responsible quotes will be considered. The solicitation will be available on the Internet at https://dibbs.dscc.dla.mil/ after the issue date 12/19/2007while price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, and past performance as described in the solicitation. A written quotation is required and is to be returned to the bid room at Defense Supply Center Columbus, PO Box 3990, Columbus, OH 43218-3990, or can be faxd to 614-692-4275. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
