- Solicitation/Synopsis DJMS-08-R-0009. This is a synopsis for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12 & 13, as supplemented with additional information included in this notice. The solicitation will be issued as a Request for Quote for full and open competition. The solicitation documents will be available through issuance of a subsequent solicitation to this synopsis & will be those in effect through Federal Acquisition Circular 2005-13. As will be described in the solicitation, the United States Marshals Service (USMS) has a requirement for engine maintenance for 4 each TFE731-5R-1H Gas Turbine Engines installed on its Hawker 800 aircraft. The developer and manufacturer of the engines is Honeywell International, Phoenix, Arizona, and the engines are enrolled in the Honeywell Maintenance Service Plan, MSP-Gold that in the commercial sector is classified as a Power-By-The-Hour (PBTH) Program; NAICS code 336412, Aircraft Engine and Engine Parts Manufacturing, size standard 1000 employees. It is contemplated that a 5-year contract will be awarded for firm requirements using simplified acquisition procedures for commercial items. To be considered for award Offerors must possess the necessary knowledge, experience, and technical data to perform the requirement. Interested sources must also be a certified Honeywell vendor, and be able to provide 100% required support for the requirements. The Government does not own the data rights for the system, therefore the offeror must be able to have access rights to the Honeywell technical data to be considered for award. The awarded contractor shall provide all material, equipment & labor to perform maintenance & repairs for the TFE731-5R-1H Gas Turbine Engines. Offerors will submit pricing, technical & past performance information as will be delineated within the solicitation. The award will be based on best value to the government, made to the responsible offeror using the Tradeoff Process IAW FAR part 15.101-1. All line items will be awarded on a single contract.
