Description
The U.S. Fish and Wildlife Service (FWS), as lead trustee for the Pike Property Restoration Project, plans to re-establish tidal exchange to the abandoned oxbow by dredging 5,000 cubic yards of silt from the historic channel.The general location for this project is on the east bank of the Mispillion River which divides Kent and Sussex Counties. Sections of the Mispillion River were channelized in the 1930's and the project area includes one of the original meanders which were cut off from the channelized mainstem. The Pike Property consists of 38 acres and is located 10 miles east of Milford, Delaware. This section of the river is tidal with tidal amplitude of approximately 4 feet. The oxbow channel has filled in over time because there is no tidal exchange. The Service proposes to dredge (use a hydraulic dispersion dredge) a portion of oxbow channel to a depth below Mean Lower Low Water. Selected mudflats will be also dredged to create fish rearing areas. The channel must be dredged to produce a self-maintaining oxbow channel (i.e., a channel that is kept open by normal tidal exchange). Permits specify that the material must be deposited in a thin layer (<0.3 feet in depth) across the marsh. A specialized dredge is required that can maneuver in shallow water (2-3 feet deep) without getting stuck. Due to the unique requirements called for in the permit, special equipment is needed to complete this job that cannot be acquired through any other contractors. Aztec Development holds the patent on a special high-pressure dredge that is mounted with a nozzle that creates a fine slurry which can be propelled across a large area. This method allows for accurately controlled thin layering of material. The apparatus is moved by barge to the area and can maneuver in extremely shallow water. The construction is must be completed prior to the spring fish spawning run. The Government contemplates a sole source award to Aztec Development. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, if interested parties are determined able to meet requirement, their offer will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
