- EPA intends to award a sole source procurement to the National Academy of Sciences (NAS) pursuant to 41 U.S.C. 253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. The US EPA's Office of Air and Radiation, with sponsors also from NASA, NOAA, and NSF, require the services of NAS to conduct a study and develop a report that (1) summarizes the state of scientific understanding of the significance of the international transport of air pollutants into and out of the United States with respect to the achievement of environmental policy objectives related to air quality, pollutant deposition, and climate change; and (2) will be accepted as credible and unbiased by the scientific community, the executive and legislative branches of the US Government, state and local governments, private industry, and the public, and that can serve as the foundation for the development of U.S. domestic and foreign policies and US Government funding priorities. NAS, upon finalization of this action, will assemble an ad hoc panel of experts to address the charge questions. The panel will be carefully chosen to contain the appropriate expertise and to avoid potential biases or conflicts of interest. During the study, the panel collects information in open, public proceedings, but does not take direction from the study sponsors outside of the initial charge questions. Upon completion of the expert panel's draft report, NAS management will review the report to ensure that the charge questions have been addressed and will conduct a scientific review to ensure that the conclusions are supported and represent the state of the scientific understanding. The final independent report is then presented to the sponsors, Congress, and the public simultaneously. NAS was congressionally chartered in 1863 to serve as an official, but independent, advisor to the United States government in the areas of science, engineering, and medicine. The NAS is considered to be the definitive, unbiased voice of the scientific community in the United States. It's uniqueness in this role stems not only from its congressional charter, but also from its reputation and from the manner in which it carries out its studies. Executive Order 12832 recognizes the unique qualifications of the NAS and explicitly authorizes sole-source procurement when the government determines that NAS is the only source that can provide the necessary expertise, independence, objectivity, and audience acceptance. Based on these criteria, the National Academy of Sciences is the only source that can meet our needs. No Request for Proposal is available and this notice of intent is not a request for competitive proposals. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Karen Watson at watson.karen@epa.gov for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is obtainable. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, a contract will be placed with National Academy of Sciences.
