- The solicitation posting date is changed to 8-24-2007. The United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO) intends to seek proposals for a utility and telecommunications invoice processing service provider. USDA will be retiring four feeder systems (TELE, UTVN, TUMS, ENERGY) that support our legacy utility and telecommunications invoice processing and related internal business processes. The utility and telecommunications invoice processing service provider would: Notify all USDA utility and telecommunication service providers to send invoices to new processing location(s) Receive all utility and telecommunication invoices at their facility or facilities Accept paper and electronic invoices Create images for viewing of all invoices received Store images for period of time required by USDA Provide web based access to view any invoice image Provide web based access to run, download, and view reports Provide web based access to perform queries Provide web based access to perform data extracts and downloads Control access to USDA data elements to only those authorized by USDA Perform extensive analysis and validation on all invoices If invoice errors or usage problems are detected, work with the utility/telecommunication vendor and USDA to resolve the issue Provide expertise required to analyze utility invoices and telecommunications invoices Provide value-added analysis of accounts with follow up Accumulate data to provide trend analysis Develop interfaces to USDA financial management systems (FFIS and/or FMMI) and asset management system (CPAIS) Provide transactions to send data to FFIS and/or FMMI, and CPAIS Pay invoices and send recording transactions or send payment transactions to USDA Provide online reports and develop customized reports Provide reports that meet requirements of Executive Orders 13123 and 13327 Have the capacity to process approximately 16,500 utility invoices and 28,000 telecommunications invoices monthly Provide a web based system so USDA can manage utility and telecommunication vendor account changes (add, change, delete) The primary objective of this initiative is to provide USDA with an effective and efficient means to pay utility and telecom invoices and meet the energy reporting requirements addressed in the Energy Policy Act of 2005 and Executive Orders 13123 and 13327. The work performance includes the requirement to provide Utility and Telecom Invoice Processing and Accounts Payable Validation for utility and telecommunication invoices for The United States Department of Agriculture (USDA), and all its sites nationwide and internationally. The offeror will provide general services such as, Central Utility Invoice Receipt, long term storage of electronic images of invoices and short term storage of hardcopy invoices onsite, Capture of Standard Data Elements, Data Storage, Database Development, Electronic Utility Invoice Analysis to include, processing, tracking, resolution management, daily production of Accounts Payable (A/P), Data File Extraction for Interfacing to FFIS and or FMMI systems. This procurement will be issued unrestricted under the North American Industry Classification System (NAICS)Code 541219. Area of responsibility, consisting of web based utility invoice and telecom approval process, delivering data to a USDA technical analyst and financial approver prior to release for payment. The award is anticipated to be a combination Firm Fixed-Price and Indefinite Quantity service type contract. USDA will fund approximately $200,000 to cover start up cost and the contractor to propose a fixed price per account or percentage of spend for the base year and four option years of the contract. Award will be made to the offeror(s) that provides the overall Best Value to the Government through evaluation of their technical solution, management approach corporate/government experience/past performance, and cost/price. Past performance, technical, and management rating factors are significantly more important than price. The contract performance period will be for five years, including one base period and four options periods not exceeding 12 months each.
