- THIS IS NOT A SOLICITATION NOTICE:The United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO), in accordance with the procedures specified in OMB Circular A-76, Performance of Commercial Activities, USDA Comptroller Operations Division New Orleans, LA hereby makes this notice a formal public announcement of a Public-Private Competition of the utility and telecommunications invoice processing and energy consumption reporting service. The incumbent service providers affected are approximately 37 fulltime equivalents (FTE) government personnel positions and 12 non-governmental personnel (contractors). The study will be conducted using Standard Competition procedures as addressed in OMB Circular No.A-76 (revised) dated May 29, 2003. The solicitation will be posted on www.fedbizops.gov in early January, 2008. The reference no. will be AG-3142-S-08-0007. The designated Competitive Sourcing Official is Charles R. Christopherson, Jr.; Chief Financial Officer. The Agency Tender Official is John Brewer, Associate Chief Financial Officer, Financial Operations. The Contracting Officer is Robert Niedzwiecki
