- The Federal Bureau of Prisons, Federal Correctional Institution Gilmer, WV, intends to make a single award for the provision of a Phlebotomist to provide service to the inmate population at the Department of Justice, Federal Bureau of Prisons, Federal Correctional Institution (FCI) Glenville, West Virginia. The North American Industry Classification System (NAICS) Code is 621999. The contractor shall be responsible for, but not limited to: Scheduling of patients for specimen collection as requested by medical staff, daily maintenance of laboratory supplies and equipment, specimen preparation and packaging for shipment to various contract laboratories, maintenance of laboratory logs, obtaining laboratory results, providing results to providers, and maintaining appropriate copies, as required, maintain accountability of sharps, perform hematology labs, urinalysis testing, and other job related responsibilities required for a licensed Phlebotomist. Contractor is required to have a high school diploma or equivalent, be licensed to practice phlebotomy in WV, and have worked one year in the medical field. Quoters must submit with their quote a resume and photocopies of documents evidencing education and training of individual(s) that will be performing these services under any subsequent contract award. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12 month base period, and two one year option periods for renewal at the unilateral discretion of the Government. It is estimated the contract for the Phlebotomist will include 30 sessions per week. A session is defined as one (1) hour in duration, and the estimated total sessions per year is 1560. The exact hours will be mutually agreed upon by the contractor and the COTR after contract award. The solicitation will be available on/about December 13, 2007, and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about January 10, 2008. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered.
