- The function of the Office of Small and Disadvantaged Business Utilization (OSDBU) is to support the overall mission of the Department of State by promoting the use of small businesses. In carrying out its mission, OSDBU strives to maximize Department of State procurement opportunities to small businesses. The office serves as advocate, counselor, trainer, and provider of liaison services.
