Description
This is a sources sought announcement only for the purpose of conducting market research. This is not a solicitation announcement or Request for Proposal, nor does it constitute any commitment by the Government. No award will result from this M arket Survey. This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to provide services and products required to synchronize and integrate existing and new Biometrics technolog ies throughout DoD; provide identity dominance, protection, and management through integrated joint biometric programs; and establish and maintain an authoritative biometric data source in order to provide timely, accurate, and comprehensive Identity Super iority. The level of security clearance is secret. Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not rei mburse participants for any expenses associated with participation in this survey. INSTRUCTIONS: 1. Below is a short description of the requirement, a request for your business information, and a Contractor Capability Survey which allows you to provide your companys capabilities. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your companys capabilities in meeting these requirements. Failure to p rovide documentation may result in the Government being unable to adequately assess your capabilities. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged and up to each industry partner. 4. Do not provide proprietary information in your submission. 5. PURPOSE/DESCRIPTION: We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to provide biometrics research, technology, and information management support to the Chairman of the Joint Chiefs of Staff, the Combatant Commanders, the Military Services, the Defense Agencies, and other DoD Field Activities, as required. As such: 1. Provide for the standardization of biometrics data formats, technical interfa ces, conformance methodologies, performance evaluations, and other related areas to permit interoperability, both internal and external to the DoD. 2. Develop and maintain the policy, processes, and procedures for the collection, processing, transmissi on, archiving, caching, and tagging of biometric data and associated intelligence. 3. Develop the DoD Biometrics vision and strategy, in concert with the Military Services, Joint Staff, and Office of the Secretary of Defense. 4. Provide a means for unified acquisition and procurement of common biometric systems and equipment. 5. Administer the DoD Biometrics governance structure to enable the development and execution of common requirements, standards, architectures, and research and development initiatives to support common and Joint requirements. 6. Manage authoritative DoD repositories of biometric samples and act as a hub for biometric data sharing, to include providing for continuity of operations and disaster recovery in accordance with A SD(NII/CIO). 7. Coordinate all Biometric program activities with identity protection and management stakeholder organizations to ensure consistency with DoD identity management principles, directives, and vision. 8. Conduct Biometrics Science and Tec hnology (S&T), research and engineering for DoD, and other Government sponsors in support of the DoD S&T roadmap. 9. Develop integrated biometrics and operat e biometrics forensic evidence collection and processing initiatives. 10. Design, build, field, and operate mobile tactical DNA laboratories both in CONUS and OCONUS facilities. If your company cant provide expertise in all 10 areas mentioned ab ove, please indentify which areas you have the capabilities to perform in.
