- The U.S. Army RDECOM Acquisition Center, Natick, MA intends to award a Sole Source contract to Materials & Electrochemical Research Corp., d/b/a MER Corporation, 2960 S. Kolb Road, Tucson, Arizona 85706-9237, to conduct ceramic powder processing and formulation services. The Government intends to award a Firm Fixed Price contract with an estimated value of approximately $125,000.00. MER Corporation will use their proprietary technology to add carbon nanotubes to government furnished powder which wil l ultimately be used for a research and development effort involving body armor. The rationale for other than full and open competition is that it has been determined based on MERs proprietary technology, they will be able to use their emerging suitable technologies to process and formulate advanced ceramic powders. Technologies to be used for this action are proprietary since they were developed under a prior Army funded research and development effort under a Small Business Innovative Research Contract . Therefore, since the technology to be used to perform this effort is proprietary and protected as SBIR Intellectual Property, MER Corporation is the only company capable of performing this service on behalf of the Army. This notice of intent is not a r equest for competitive proposals. However, all comments received within ten days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
