- Under the authority of FAR 6.302-1, the US Army Research Development and Engineering Command (RDECOM) Acquisition Center, Natick Contract Division (NCD), Natick, MA, in support of the US Army Soldier Systems Center, plans to conduct negotiations and award a purchase order on the basis of other than full and open competition. This acquisition aims to determine the feasibility of improved color measurement techniques for the Outer Tactical Vest universal camouflage pattern. The North Carolina State Un iversity, 2401 Research Drive, Raleigh, North Carolina holds proprietary knowledge of specific digital color measurement technologies and how to apply them for accurate and efficient measurement of advanced patterns, such as the Universal Camouflage patter n printed on the OTV. Due to the intended contractors proprietary knowledge, they are uniquely qualified to fulfill the specific requirements of this initiative. This acquisition is for research and development purposes. THIS IS NOT A REQUEST FOR QUOTA TIONS. Inquiries may be made to the U. S.
