Description
Description: The U.S. Army RDECOM-ARDEC, Picatinny Arsenal, NJ is conducting a Request for Information (RFI) Sources Sought (SS) for the Load, Assemble, and Pack (LAP) of an insensitive munitions (IM) melt-pour explosive into 155mm M795 Projectiles. NOTE: The use of a Sources Sought number for this RFI/SS is for tracking purposes only. This request for information is for planning purposes only; this is not a request for Quotations or Proposals. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to the RFI/SS, however, it is the intent of the Government to issue multiple awards pending availability of funding and success of the IM explosive qualification program. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the RFI/SS by providing the information specified below, on or before 1700 hours on 31 Jan 2008. Responses to this RFI should be unclassified. Sources responding to this RFI/SS should indicate whether or not they are a small business. Responses shall be sent to adam.lusardi@us.army.mil. Technical questions should be addressed adam.lusardi@us.army.mil. Include Sources Sought number in the subject line. The U.S. Army RDECOM-ARDEC is continuously seeking the capability to supply the warfighter with safe and effective munitions. Toward that end, an IM replacement for TNT is being qualified by the Government for legacy and future munitions. The IM fill requires facilities and procedures similar to that used for current TNT and Comp B loading. A qualified source should have the capability to: (1) load, assemble, and pack 155mm projectiles with an IM melt- pour fill (2) have the ability to deliver 300 M795 projectiles loaded with the IM explosive for evaluation by the Government (3) be in a position to LAP quantities of over 250,000 projectiles per year in the NTIB by the end of 2009 with minimal or no facility investment and (4) meet cast quality standards currently utilized for the TNT fill. Interested parties responding to this RFI should have current or imminent capability for LAP on at least a pilot scale. In the event that a Request for Quotation (RFQ) is issued at a later date, the initial requirement will be for 300 explosive filled projectiles delivered within 3 months with a minimum of 200 meeting cast quality standards currently utilized for TNT. All relevant equipment, processing and hazard data will be delivered to the Government for inspection prior to delivery of the projectiles. Interested parties possessing the qualifications outlined above are requested to provide an unclassified white paper describing at a minimum: (1) corporate capabilities, past and current relevant performance information, available facilities and assets capable of meeting the LAP requirements, current or potential production rate, identification of risk and associated risk mitigation plans, and a list of relevant production procedures and test currently in use. (2) Minimum technical documentation for the 155mm projectile LAP capability is to include basic melt-pour capability and, if insufficient to meet projected needs, plans and risks associated with establishment of required production capability within the NTIB and (3) Experience in handling and storing explosives, especially safety record, ability to meet all safety regulations and facilities to storage explosives.
