Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to issue a request for proposals (RFP) for Lean Six Sigma training for the NAVSUP Enterprise from the George Group Consulting LP. Services are required for an 11-month period, to commence 1 February 2008, performing through 31 December 2008. The requirement is for: a. Providing Master Black Belt L6S mentoring and coaching for 5 NAVSUP Command Deployment Champions and up to 87 Black Belts. b. Assisting Command Deployment Champions in value stream mapping efforts and identifying project charters from High-Impact, Core-Value Stream mapping efforts. c. Providing technical review of Black Belt and Green Belt project charters. d. Providing hands-on coaching of NAVSUP Black Belts as they work on projects. e. Providing a 6 month training plan and coaching support to 7 NAVSUP Black Belts to enable them to reach Master Black Belt status. f. Providing Black Belt project audit strategy for Tollgate Review milestones to ensure tracking and completion goals are met and maintained. g. Providing L6S program oversight and suggest areas for improvement. h. Providing analysis and suggested improvements of the L6S program as required in support of the L6S deployment. i. Providing Command-level presentations to upper management concerning observations and suggested improvements pertaining to either the L6S deployment as a whole, or specific Command Deployment Champion areas as required. The RFP will include the estimated quantity of work, specifications, and will cite mandatory or advisory applicable Government regulations and directives. The Government intends to award, on a limited source basis, a firm-fixed-price service contract, to George Group Consulting. When available, the RFP will be posed at the Navy Electronic Commerce Online (NECO) Web site www.neco.navy.mil. Responses to the RFP are required, in writing, to Charles Hoyes, Contract Specialist, Code 270.1E, FISC Norfolk, Contracting Department, Philadelphia Office, Mechanicsburg, PA 17055-0788. The North American Industry Classification System Code is 541618, and the applicable size standard is $6.5 million. Numbered Note 22 applies.
