- This is a combined synopsis/solicitation to negotiate a Firm Fixed Price type contract for Transportation Services located in the following geographic area: Washington, DC. This notice is a combined synopsis/solicitation for commercial items p repared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ). THIS IS A SMALL BUSINES S SET-ASIDE and a separate written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13, and FAR Part 19 as applicable. The NAICS Code is 485510 and the small business size standard is $6.5 million. The George C. Marshall Center conducts its Leaders Program of Advanced Security Studies (LPASS) trip in the Washington, DC area three times per year as part of an academic program. <BR >The Contractor shall provide transportation services (minimum of 3 buses) with sufficient room to accommodate 2 pieces of luggage per person, and shall provide all requirements specified for transportation needs in Parts A, B, and C below. A response to r equirements listed below shall be submitted on letterhead. Quoters are cautioned that no reference to the proposed prices shall be made in the technical quote. In accordance with FAR 52.204.7 - Central Contractor Registration (Oct 2003); contractors are required to register in the Central Contractor Registration (CCR) database http://www.ccr.gov, PRIOR to award of any contract. Part A: Transportation Services Base Period (PTSS and LPASS 08-1) (PTSS): 3 buses for 77 people plus suf ficient room to accommodate 2 pieces of luggage per person on Saturday, 09 Feb 2008 through Thursday, 14 Feb 2008. (LPASS 08-1) 3 buses for 88 people plus sufficient room to accommodate 2 pieces of luggage per person on Saturday, 23 Feb 2008 thro ugh Saturday, 01 Mar 2008. 1st Option (LPASS 08-4) 3 buses for approximately 88 people plus sufficient room to accommodate 2 pieces of luggage per person on Saturday, 28 June 2008 through Saturday, 05 July 2008. 2nd Option (LPASS 08-7) 3 buses for approximately 109 people plus sufficient room to accommodate 2 pieces of luggage per person on Saturday, 01 Nov 2008 through Saturday, 08 Nov 2008. The Contractor shall provide services as outlined in the below itinerary (subject to chan ge), to include all fuels, wages, tolls and parking. Lodging and meals for drivers are not the responsibility of this contract. Any additional drivers shall be provided by the contractor. It is imperative that all drivers shall be highly familiar with t he routes to the destinations as identified in the itinerary. The Contractor shall allow for all possible delays (e.g. Traffic and weather) and make suitable arrangements as not to delay the itinerary. Buses shall have adequate heating, air conditioning, and ventilation. Buses shall be cleaned daily; this includes Toilet Waste Accumulators being emptied daily to preclude a health hazard. All transportation requirements shall start and end at the predetermined place, usually the Designated Hotel, as per the Schedule. Departure times, during the day, from the various venues, may change due to unforeseen circumstances, e.g. meetings going longer than expected, or changed times of meetings. The proposed itinerary lists only preliminary desti nations. Venues are subject to change at any time. We have arrangements for step-on tour guides and they will instruct the bus drivers where to go for the tour. There may be various stops, a few minutes in length, along the tour. The Student Liaiso n Office and College Trip Leader's jointly have the discretion to make changes. Requirement: - 3 buses for approximately 77, 88 or 109 people as app licable (see above) plus sufficient room to accommodate 2 pieces of luggage per person. - 3 buses with GPS navigational system - 3 buses with VHS-video equipment - Subcontracting of buses shall not be allowed. Part B: Additional Informat ion: Due to security requirements, proper planning, and the need to communicate, the following information shall be provided to the contract POC via e-mail or fax not later than two weeks prior to the initiation of the trip and/or earlier if possible: 1. License plate numbers of each of the three buses and the bus number of each bus that will be used for our group. 2. The names of all bus drivers that will be on the buses. 3. The mobile phone number of each bus driver that will be on the bu ses. 4. The drivers license numbers of each of the bus drivers that will be on the buses. 5. The 24-hour phone number for service for your company in the event that we encounter any problems. The Government will award a contract resulting from this RFQ to the responsible small business whose quote will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1) Past Performance and (2) Price. Past performance is considered more important than price. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Governm ent may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
