- PEO STRI is soliciting information regarding the possibility of reutilizing two existing full-motion simulators by converting them from the current airframe configurations (MH-47E/MH-60K) to newly fielded MH-47G/MH-60M systems. HISTORY: Com bat operations have prompted the fielding of two new CAAS configured airframes (MH-47G/MH-60M). The fielding of these new aircraft has increased student training throughput requirements that exceed the current simulator capacity. PURPOSE: The purpose of this RFI is for the Army to assess industrys ability to provide training devices by reutilizing existing MH-47E and MH-60K simulators. This effort will address the ability to provide adequate training capability for the required throughput of students necessary to man the force. Based on this assessment, the Army may award a competitive contract under PEO STRIs STOC contract. Funding is not available at this time but it is anticipated prior to award. Vendors must possess a minimum SECRET c learance and be United States citizens. Any information provided to the Government in response to this RFI shall be at the offerors expense. REQUEST FOR INFORMATION (RFI): Interested parties are requested to review the requirements and info rmation stated below and provide your written responses NLT 18 JAN 08. This information would allow PEO STRI to validate cost and schedule projections and reallocate funds to provide this training capability sooner than the scheduled FY12 date. The infor mation below addresses the initial requirements, facts and assumptions used by PEO STRI for this effort. REQUIRED CAPABILITIES: 1. Trainer shall simulate MH-47G and MH-60M aircraft platforms. a. Trainers shall simulate all flight operati ons, flight controls and cockpit functionality. b. Trainer shall simulate subsystem functionality in all modes of operation. c. The trainer shall include malfunctions occurred during operations under various simulated atmospheric and environmental conditions. 2. Trainers shall utilize existing MH-47E/MH-60K software baselines as extensively as possible. 3. Trainers shall implement stimulation of actual aircraft CAAS equipment to minimize timeframes to incorporate new CAAS versions into the simulators. 4. The Government will provide simulator software baselines which can be used to implement the capability differences found between the legacy aircraft and the newly fielded aircraft. 5. Trainers shall utilize actual ship set equipment (stimulated systems) within the cockpit which will be provided as Government Furnished Equipment (GFE). 6. Trainers shall utilize existing motion systems, visual displays and image generator systems. 7. Reutilization wit h upgrade of the following systems is preferred over replacement: a. Conversion to digital control loaders. b. Networking capabilities using Origin2000/Tactics PC. c. Input/Output System. d. Host Computer. 8. The following syste ms require extensive upgrades: a. Sensor implementation (EOS/MMR/DIGIMAP) b. Instructor Operator Station 9. The trainer shall implement the use of the SOCOM Common Environment/Common Database (CE/CDB). INFORMATION REQUIRED 1. D escription of estimated cost to convert simulators. 2. Description of schedule and timeline to complete conversion effort. 3. Description of recurring spares and software licensing costs if required. 4. Provide a not to exceed estim ate to procure the trainer (to include LCCS costs) along with a listing of Software/Hardware being delivered with less than Government Purpose Rights. 5. Full description of the set-up, tear-down, and transport (to include packaging) of the train er/upgrades including personnel, time, and special equipment required.
