Description
The Joint Project Manager for Nuclear, Biological, and Chemical Contamination Avoidance (JPM NBC CA) Product Director Test Equipment, Strategy and Support (PD TESS), through the U.S. Army, Research, Development and Engineering Command Acquisition Cen ter, Edgewood Contracting Division (RDECOM AC, ECD), is seeking all sources interested in participating in a full and open competition to design, fabricate, verify, install, and validate an Individual Protection Ensemble (IPE) Mannequin System. Th e IPE Mannequin System will consist of an IPE Mannequin, an Exposure Chamber, Ingress/Egress Support, and a Control Room. The IPE Mannequin will be an articulated robotic mannequin that will allow for evaluation of individual protection ensembles effectiv eness against chemical warfare agents. The IPE Mannequin will simulate human body temperatures, perspiration, and respiration, and perform activities similar to common warfighter movements. A fully-integrated Exposure Chamber will provide a platform for ag ent dissemination, data acquisition, environmental controls, and support to accommodate all IPE Mannequin functionality. The basic contract shall consist of the IPE Mannequin System design phase (9 months), with an Option for IPE Mannequin System Fabrication, Verification, Installation, and Validation (additional 20 months). RDECOM AC, ECD intends to release draft documents for industry comment within the next 30 days. A pre-solicitation conference is being considered in order to address i ndustry questions on the draft documents, and will be announced in a later ASFI posting if determined necessary. Based upon the information presented by the Government, interested parties should demonstrate their interest by responding to the U.S. Army RDECOM Acquisition Center no later than 7 January 2008. If a pre-solicitation conference is held, the draft documents will be updated based upon analysis of comments received and a formal Request for Proposal (RFP) issued.
