- DESCRIPTION: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Carrier, Inc. 5410 F Street, Omaha, NE under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to perform annual maintenance and start-up a Carrier chiller. Tasks to be accomplished are as follows: (1) Break vacuum with nitrogen; (2) Drain solution from chiller and store on-site; (3) Replace diaphragms on service valves; (4) Replace refrigerant and solution pump wear rings and gaskets; (5) Check flo-tender and level controls; (6) Evacuate and leak test; (7) Refill absorber with existing solution; (8) Make recommendations for any additional repairs needed; (9) Attempt to start machine and check operation; (10) Take a solution sample after the machine is running. Start-up of the machine will be coordinated with the A/C shop, but will be no later than May 15, 2008. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, December 17th, 2007, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
