- Description
- The Federal Aviation Administration (FAA) intends to award a single-source contract to NBP Corporation, Upland, CA , to continue to provide maintenance on the Integrated Control and Monitoring System (ICMS). Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to extend the current contract for maintenance service. The NBP ICMS provides a consolidation of the FAA NAVAID/VISAID system interfaces into one integrated display using a common suite of equipment. The ICMS provides a non-baselined transition from existing status and control equipment to the FAA vision of a fully integrated tower display system which includes the need to integrate control and monitor features. The Integrated Control and Monitoring System (ICMS), as installed at six FAA locations, is providing integrated interlock, control and monitoring of navaid systems, has had a positive impact on the space constraints in the ATCT and reduced the time required to transition an airport. The specific requirement includes software engineering troubleshooting, documentation support, configuration management, and repair service. ICMS was independently developed by New Bedford Panoramex and they are the only company that possesses the unique knowledge and qualifications to conduct maintenance of this system. There are no other known vendor(s) who possess this expertise or has access to the proprietary operational software and documentation from NBP. The cost to the Government for such an assessment to be conducted by another vendor would be significantly more, the timeframes could not be met, and the engineering knowledge and resources required to accomplish it would not be availability outside of NBP. A competitive solicitation is not available for this procurement. If your firm believes it can fulfill the requirement, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
