- The Federal Aviation Administration (FAA), Air Traffic Organization, Facilities/Technical Operations, is conducting a Market Survey / Request for Information to determine interest in providing contract support services to various FAA organizations in the Environment, Energy, and Occupational Health and Safety areas. This announcement is not a screening information request (SIR) or request for proposal (RFP) of any kind. It is for information and planning purposes and is not to be construed as a commitment by the Government. Further, the FAA is not seeking or accepting unsolicited proposals. The FAA is seeking qualified vendors that have the capability to provide the types of support listed below on a Nationwide basis: Engineering and Analytical activities including developing integrated, comprehensive, structured and systematic methods based on industry and federal agency best practices as well as recognized international standards for EOSH compliance and performance improvement of mission planning, facilities management, policy development, and strategic planning activities. Policy analysis, legislative and regulatory tracking, compliance monitoring, performance measurement and process improvement including liability and risk, resource allocation, quality and knowledge management, process integration support and life cycle costs. Program management including reviewing new and revised legislation and regulations for impact to the Agencies including changes, revisions, and updates to policies, technical materials, briefings, training initiatives and course materials in light of new regulations. Assessments may include all areas of operational compliance/EOSH performance management including air, noise, water, EOSH planning, sustainable aviation operations, and organizational change Development/determination of systems for modeling and simulation including applications interfaces, data integration and analysis for operations and mission planning activities that provide data which enable decision makers assess performance; identify policy options, and future scenarios. These may include determination of Commercial Off-The-Shelf (COTS), Government Off-The-Shelf (GOTS) and other systems and information technology to support analytical trend analysis, EOSH threshold performance indicators, prediction and analysis, and risk assessment and EOSH benefits analysis. Acquisition Program Management including development and revision of programs, policies, and/or guidance to support the agencies' EOSH efficiency and mission effectiveness. This includes integration of EOSH management into; advanced technology; research and development; life-cycle; as well as, conferences, meetings, and reviews. At this time, the nature of this competition has not been determined. In accordance with the FAA's Acquisition Management System (AMS), this market survey is also being conducted in order to obtain the information necessary to determine if adequate competition would exists. The FAA will not pay for any costs associated with the preparation of responses or information provided in response to the Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Therefore, any costs associated with the Market Survey submission are solely at the interested parties' expense. Any information provided under this request for information is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected accordingly. The interested vendor's response must be submitted no later than 2:00 P.M. local time on January 10, 2008. All responses to this Market Survey must be in writing, on company letterhead, and must demonstrate that the company meets the corporate experience minimum requirements. Limit responses to 10 pages.
