- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Therefore, this synopsis shall serve as a request for quote (RFQ) numbered F2MTFM7299A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21 & Class Deviation 2005-o0001. This acquisition is set-aside for 100% small businesses. The Air Force Intelligence, Surveillance and Reconnaissance Agency (AF ISR Agency) wishes to acquire the items indicated herein on a competitive basis in accordance with FAR 6.203. Supplies or services required are commercially available. This notice is a request for competitive proposals. All proposals received prior to the date of closure will be considered by the Government. This RFQ contains 3 lines item. The line item description is as follows: CLIN 0001, Set-up and Create Mold; Qty. 1 Each. Contractor must deliver a production proof (sample plaque) within 30 days after contract award. CLIN 0002 Manufacture AF ISR AGENCY 15? colored round display shields (plaque) ? see attached supplemental file for images; Qty. 150 Each. Delivery of CLIN 0002 will be 30 days after approval of CLIN 0001. Shipping must be included in the price for each CLIN. End Item Description. The North American Industrial Classification (NAICS) code for this acquisition is 541490, $6.5M. The following provisions/clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. FAR 52.212-2, Evaluation -- Commercial Items applies. The following factors shall be used to evaluate offers: technical capability to meet the Government?s requirement, price, and delivery date. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. FAR 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (NOV 2001) APPLIES. OFFERORS MUST HAVE THEIR REPRESENTATIONS AND CERTIFICATIONS POSTED TO ORCA AT http://orca.bpn.gov. AWARDS CANNOT BE MADE TO CONTRACTORS WHO ARE NOT REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION AT TIME OF AWARD. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. A Firm Fixed Price award will be made to the responsible offeror who?s quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), price, and delivery date, which will be most advantageous to the government.
