- NOTICE OF INTENT TO AWARD SOLE SOURCE. The 651 ELSS Hanscom AFB Weather office intends to issue a sole source purchase order under FAR 6.302-1(a)(2) and FAR 6.301-1(b)(1)(i) - Only one responsible source and no other supplies or services will satisfy agency requirements to Mesotech International, Inc. for the procurement of the following: A) Airfield Weather Advisor Version 7.0 Upgrade Kit; and B) Windows Server 2003 System Security Authorization Agreement Documentation. NOTE: The work consists of submittal of one complete document showing updates indicated above to the FMQ-19 Program Office at the 651 Electronic System Squadron, Hanscom AFB MA. See Statement of Work listed below. No request for quote will be transmitted via Federal Business Opportunities. This notice of intent is not a request for competitive proposals. Statement of Work 1.0 Airfield Weather Advisor Version 7.0 Upgrade Kit The Airfield Weather Advisor (AWA) V7 upgrade kit contains three parts. Part 1 is a 50 foot serial cable used for FMQ-19 to N-TFS communication. Part 2 is a two software kits. The first kit is the Security Update kit. This kit contains Windows Server 2000 operating system patches. The second software kit is the AWA V7 upgrade. Part 3 is three sets of instructions. The first set of instructions details step by step in instructions on how to apply the Security Update kit. This instruction contains a set of manual windows registry edit changes in addition to system software patch sets. The second set of instructions details step by step on how to install and configure the AWA V7 upgrade. The third instruction provides information on how to install the serial cable and how to configure AWA V7 for FMQ-19 to N-TFS communications. The AWA V7 upgrade kit needs to be purchased. Because of the complexity of the software installation, owing to the fact that much of the operating system update is by way of manual settings, it is appropriate for anyone performing the software installations to have adequate training. The work case scenario is as follows: 1.Backup to AWA 6 database. Save backup to floppy or burn CD 2.Install the Windows Server 2000 operating update 3.Install the AWA V7 upgrade 4.Verify the AWA V7 upgrade by checking all airfield components 5.If N-TFS is present, install the FMQ-19 to N-TFS cable 6.Configure the AWA for N-TFS 7.Verify FMQ-19 to N-TFS operability Generally, the entire installation requires five hours. 2.0 Windows Server 2003 System Security Authorization Agreement Documentation Updating the current security package is required to support FMQ-19 Windows Server 2003 Certification and Accreditation (C&A). The update to these documents should include updates to the core System Security Authorization Agreement (SSAA) document and associated appendices. This update will address any changes to the Operating System, applications and overall system functionality. This will include update to tables and diagrams as necessary (hardware, software, network diagrams, etc.). In addition, ESC will require submission of documentation to answer and validate the relative Information Assurance (IA) controls of the system to satisfy the requirements the DoD IA C&A Process (DIACAP).
