Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The applicable NAICS Code is 531110, Size Standard: $6.5 Mil. This requirement is 100% Small Business Set aside. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Reques t for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect thru FAC 2005-22. Housing will be in the form of one and/or two-bedroom apartments/units for mobilized troop at Fort Jackson, SC and is expected to s tart 02 January 2008 through 31 December 2008. Offerors shall quote a charge per month for the following line items: Line Item 0001-One each one bedroom apartment in accordance with the terms and conditions of the contract. Line Item 0002-One each two bedr oom apartment in accordance with the terms and conditions of the contract. ESTIMATED NUMBER OF APARTMENTS: 3. A requirements type contract is anticipated. STATEMENT OF WORK: Apartment complex should be located within a ten mile radius of Fort Jacks on, SC. It should be located in a gated community as well as in a low crime area, as evident by police reports for the past five years. All apartments are six-month lease and will include a 30 day military-out clause in the event the mission ends or the so ldier is returned from active duty. This clause shall allow the termination of the apartment with a 30-day notice without monetary penalty to the government. The contract will include the following: all utilities, local phone service, cable, and house wares (please see attached list for specific items). Square footage requirement are stipulated on accompanying documents. ALL apartments must be located in the same apartment complex. One-bedroom apartments will have a minimum of 650 sq ft of total spa ce which includes a minimum of 250 sq ft private area and 40 sq ft of common area. Contractor will only invoice and be paid for the exact number of apartments occupied under the terms and conditions of this contract. Vendor must have the capability to proc ess a Government Purchase Card (GPC) for payment. The contract is for the payment of apartments only. Any other charges such as long distant telephone calls, room service, movies, etc., are the sole responsibility of the person or persons occupying the apa rtment. If a personal credit card is desired for incidental charges that decision is at the direction of the contractor. The government will not be responsible for any payment other than the basics covered under this contract. If apartment complex authoriz es pets to be housed in an apartment/facility, the tenant (soldier) will be responsible for the deposit and any damages to property incurred by occupant. Apartments shall meet all local, State, Federal, ANSI, and OSHA regulations, codes and standards that may apply. Rental units shall be structurally sound without health or safety hazards to Residents. Units shall be free of insects and rodent infestations. Rental agency shall insure that adequate control of insects and rodents are in place. Units shall hav e hot and cold potable running water. Units shall have a minimum of one operable bathroom in good condition with flushable commode, lavatory and shower or tub at all times. Units shall have sanitary and sewage disposal that meet local minimum Health Depart ment codes. Routine maintenance shall be the responsibility of the rental agency. The following adequacy standards are the minimum allowable standards for Gover nment contracted housing for mobilized soldiers. MINIMUM REQUIREMENT FOR EACH Living Room: 1 area rug; 1 sofa 1 easy chair; 2 end tables; 2 table lamps; 1 27inch TV with remote and TV stand; 1 VCR/DVD combo player with remote; 1 cordless telephone; 1 wal l mirror; 1 writing desk with chair and desk lamp; 1 Bookcase with adjustable shelves; Bedroom(s) (per Bedroom): 1 queen size bed with bedspring and mattress; 1 chest of drawers; 1 long dresser with mirror; 2 night stands; 2 table lamps; 1 clock radio; 1 m attress pad; 1 blanket; 2 sets of sheets; 1 bedspread; 20 hangers; 1 secure wardrobe (when built-in not available); 1 wastebasket; Bathroom(s) (per Bathroom): 4 bath towels; 4 hands towels; 4 wash cloths; 1 cloth bath mat; 1 shower curtain or enclosure; 1 small trash can; 1 well-lighted mirror; 1 towel rack; Shelf space or vanity Kitchen: Table with 4 chairs; 1 large trashcan; 1 microwave; 1 toaster; 1 coffee maker; 1 vacuum cleaner; 1 mop and broom; 1dustpan; 1 blender; 1 ironing board with iron; 1 stove w ith burners; 1 refrigerator with freezer and ice maker; Dishes: 1 pitcher with lid; 2 baking dishes with lid; 1 set of four each of large dinner plates, small salad plates, bowls, coffee cups, large glasses, and small glasses; 1 butter dish with lid; 1 f ive-piece baking dishes set; 1 colander; 1 three-piece plastic mixing bowls with lids; 1 set of four piece cookware with lids (i.e. skillet, small & large boiler, and Dutch oven); 1 dish drainer with tray; 1 set of four each of dinner forks, salad forks, t easpoons, ice tea spoons, steak knives, butter knives 1 sugar spoon and serving spoon; 1 silverware tray; 1 set of measuring cups and spoons; 1 wire whisk; 1 cheese grater; 1 wooden spoon; 1 manual can opener; 1 potato peeler; 1 bottle opener; 1 sharp cutt ing knife; 1 plate scraper; 1 seven-piece plastic spoon/spatulas set; 1 set of two each of potholders, hand towels, dish cloths; 1 cutting board IN ROOM: Ash Tray (In Designated Smoking Rooms). S. Army, and in the event the Lessee receives. Orders permanently transferring him to another military station or the Lessee is separated from the U.S. Army, this Lease and everything herein contained shall cease and be void, at the election of the service s member, without prejudice to any claim by either party against the other in respect to any antecedent breach of any covenant or condition herein contained. The lessee hereby agrees to vacate the premises no later than the effective date of his change of station or separation, whichever applicable. The Lessee agrees to provide Lessee the following information pursuant to this provision thirty days prior to t he effective date: Written notification of his or her intention to vacate the premises and a copy of the official orders requiring change of situation or separation. If, in consequences of this provision, the thirty day notice periods expires during a mont hly rental period, the lessee shall be liable only for the pro-rated amount of rent for the period such premises are actually occupied or the thirty day period, which ever, is greater. With respect to any rent paid in advance the Leaser agrees to reimburse he pro-rated amount of rent for the period for which the premises are not occupied within the 30-day notice.
