Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region has a requirement for the purchase and installment of three, above-ground, water storage tanks. Work to install the tanks will include, but may not be limited to, the fabrication and installation of the tanks, tank pads, and ancillary above-ground pipelines to connect to existing wells and/or pipelines. Fabrication and installation of the tanks shall conform to pertinent requirements of AWWA standards appropriate to the type of tank installed. The tanks will be located in three separate areas of the Hualapai Reservation near Peach Springs, Arizona: 1. At Frazier Wells, a tank of approximately 150,000 gallon capacity is needed to store water for stock watering, wildlife management, and fire suppression. Frazier Wells is on the eastern portion of the reservation. Three existing wells at Frazier Wells would be connected to the tank. 2. At the Westwater Well, a tank of approximately 200,000 gallon capacity is needed to store water for potable use, stock watering, wildlife management, and fire suppression. Westwater Well is on the arid western portion of the reservation. 3. At Thornton Tower, a tank of approximately 200,000 gallon capacity is needed to store water for stock watering, wildlife management, and fire suppression. Thornton Tower is on the eastern portion of the reservation. The proposed procurement instrument will be a purchase order. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 332420 Metal Tank (Heavy Gauge) Manufacturing, with a small business size standard of 500 employees. Interested vendors are invited to submit capability packages describing the products/services they provide related to the fabrication and installation of tanks meeting the above requirements. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the design, fabrication, and installation of 150,000 - 200,000 gallon water storage tanks; completed within the past five years, and in which your firm performed the remanufacture. Specify in the list the extent of work completed by your firm and that work which was subcontracted. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, the plant name, plant location, and the customer's contact name and phone number for the work completed. (3) Provide product data/catalogues of the types of tanks available that may meet the above requirements including commercial catalogue prices if available. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on the Federal Business Opportunities web site at http://www.fedbizopps.gov.
