Description
NAICS Code: 32512 This is a combined synopsis/solicitation for the purchase of commercial items, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-WA-08-00002 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This requirement is "Small Business Set-Aside" with a NAICS Code of 32512 (Industrial Gas Manufacturing) and a size standard in number of employees, 1,000. The description of the commercial item is for the supply and delivery of laboratory gases to the U.S. Environmental Protection Agency Manchester Environmental Laboratory (MEL). CLIN 0001, Liquid argon: 10,000 liters (approximately 300,000 cubic feet as a gas). This gas is contained as a liquid in a 1000 liter Dewar. It is estimated that the EPA Region 10 Manchester Laboratory, 7411 Beach Drive East, Port Orchard, WA, 98366, requires approximately 10,000 liters of liquid argon (2,630 gallons or 300,000 cubic feet of gaseous argon) per year. EPA anticipates delivery of the gas every 21 days, 17 times per year, to ensure constant availability. EPA estimates that each delivery will be approximately 800 liters or about 17,000 cubic feet of gas. Argon gas purity must be suitable for ICP MS analysis (minimum 99.998% purity, very low Krypton concentration). CLIN 0002, Helium: 44,000 cubic feet of helium per year (about 150 cylinders refilled per year). In order to ensure a constant availability of helium, empty cylinders must be refilled and returned to the EPA Manchester Laboratory every 21 days, or about 18 times per year. The laboratory owns 200 and 300 cubic foot, 2000psi pressurized cylinders that need to be refilled. Grade 4.47 (99.997% purity) or better helium is required. Cylinders must be filled and returned to the Manchester Laboratory within 21 days of pick-up. CLIN 0003, Nitrogen: 31,000 liters (750,000 cubic feet as a gas) of liquid nitrogen per year. EPA's Manchester Laboratory owns 160 & 180 liter, 50-350psi Dewars and a 2000 liter Bulk Dewar Tank that will need to be refilled as necessary. Empty transportable Dewars (about 60 per year) need to be refilled and returned to the Manchester Laboratory about every 14 days, or about 26 times per year. The Bulk Dewar is estimated to require refill about every 28 days (about 1500 liters of liquid or 38,000 cubic feet of gas). CLIN 0004, Delivery charge for CLIN 0001. CLIN 0005, Delivery charge for CLIN 0002 CLIN 0006, Delivery charge for CLIN 003 This contract shall be a fixed price contract. Vendor needs to provide a firm fixed price for each Contract Line Item Number (CLIN) above, CLINS 1-6. In addition vendor is instructed to outline any and all delivery charges that may apply. A full and complete quote shall include completion of Standard Form-18 (SF-18) and completion of Reps and Certification page with signature and date along with a completed questionnaire form. All interested firms shall contact the Contract Specialist, Tyrone Lewis, lewis.tyrone@epa.gov or (913) 551-7664, to obtain an electronic copy of the Request For Quote (SF-18) and questionnaire. The period of performance will be January 1, 2008 through December 31, 2008. Acceptance will be at destination (U.S. EPA, Region 10, Manchester Environmental Laboratory, 7411 Beach Drive East, Port Orchard, WA 98366). FOB point is destination. The selection resulting from this request for quotation will be made on the basis of the lowest priced acceptable quote from responsive and responsible quoter. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer will evaluate quotes on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be received by mail, fax, or email by December 20, 2008 at 12:00 PM Central Standard Time (CST). Also, vendors shall submit along with quote a completed representations and certifications, providing the business size, e-mail address, Dunn and Bradstreet number, CAGE code and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of the provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5(b) are applicable to this acquisition: 52.203-6, 52.219-14, 52.222-3, 52.222-19, 52.222.21, 52.222-26, 52.222-35, 52 .222-36, 52.222-37, 52.222-39, 52.225-13, and 52.232-33.
