Description
The USDA, Agricultural Research Service (ARS) has a requirement for laboratory, office, research facilities planning, design and construction services for long-term performance in the Mid South Area (MSA). The project entails planning and design of a facility approximately 30,000 gross square feet in size. Performance may be as long as five years. The location site for the facility is Alcorn State University located in Lorman, MS. The NAICS for this project is 541310. A firm is considered small if their average annual receipts for each of the previous 3 years are $4.5 million or less. Consideration of firms will be limited to those Small Businesses, SBA-certified HUBZone, SBA-certified 8(a), or Service-Disabled Veteran-Owned Small Businesses (SDVOSB) firms within a 150 miles radius of Lorman, MS who can provide professional A-E services. The primary disciplines required are architectural, civil, structural, mechanical, electrical and environmental engineering for pre-design, design and post-design A-E services for agricultural research laboratory facilities, including greenhouses. The following specific factors will form the basis for evaluation and determination of those highly qualified firms and selection of the best qualified. All factors are listed in descending order of importance: (1) Professional qualifications necessary for satisfactory performance of the required services; (2) Specialized experience and technical competence in the type of work required to support major facility design and construction projects in support of agricultural research in laboratory and field settings, including where appropriate, energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Construction management capability, including technical advice, responding to Requests for Information (RFIs), quality assurance, cost estimating, change order reviews, and commissioning; (4) Capacity to accomplish the work within the required time frame; (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality control, quality of work, and compliance with performance schedules; and demonstrated ability to successfully coordinate work with all subcontractors or subconsultants; (6) Location of the firm and subcontractors/consultants within a 150 miles radius of Lorman, MS and knowledge of industry practices in the state of Mississippi. This requirement is a 100% set aside for small business firms. Firms are advised that in accordance with FAR 52.219-14, Limitations on Subcontracting, the prime A-E contracting firm must perform at least 50% of the cost of the work with its own employees (exclusive of materials and indirect costs). A business is considered small if its average annual receipts for the past 3 years are $4.5 million or less. The NAICS Code for this project is 541310. Firms meeting the above requirements and desiring consideration must submit one (1) original and four (4) copies of SF-330 (6/2004 version) not later than 2:00 P.M. (local time) on the response date, to the ARS office identified above in Beltsville, MD. SF-330 Part 1 and 2 must be submitted for all proposed subcontractors or consultants in one (1) original and four (4) copies. Indicate Solicitation No. 04-3K15-06 on all documentation submitted.
