Description
The Office of Justice Programs (OJP), Bureau of Justice Statistics intends to issue a purchase order on a sole source basis to The Council of Professional Associates on Federal Statistics (COPAFS), 2121 Eisenhower Avenue, Suite 200, Alexandria, VA 22314, to develop and conduct a one-day workshop to evoke a dialogue between policy makers, analysts, the media, issue advocates, resource librarians, and the justice statistics research community about the needs of current and potential users of BJS data products. The Bureau of Justice Statistics (BJS) is seeking a better understanding of the needs of current and potential users of its data products. To this end, BJS wants to reach out to policy makers, criminal justice practitioners, the media, issue advocates, resource librarians, and the justice statistics research community. Key areas requiring review include adjudication, corrections, prosecutions, victimization and law enforcement. For these areas, there is a need to understand the perspectives of users across all criminal justice functions and across all statistical literacy levels. Specifically, there are a number of questions for which BJS is in search of answers. COPAFS will work with BJS to develop and conduct a one-day workshop to aid in answering key questions has they related to BJS? mission. The workshop will take place in February 2008. COPAFS is the only national organization dedicated to working directly with Federal statistical agencies and the users of information produced by these agencies. COPAFS has the experience and expertise specifically related to issues facing the Federal statistical community and those that we hope to address through this workshop. Since 1981, COPAFS have served as an intermediary between the Federal statistical agencies and user groups and have longstanding relationships with these various groups. BJS will rely on the expertise and specialized knowledge of COPAFS to assist in the identification of the user communities and in the substantive development of the agenda and working papers. COPAFS has direct prior experience in conducting workshops of this nature, working with similar statistical organizations. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3625, Washington, DC 20531, Attn: Karen L. (Stringfield) Washington, by facsimile at (202) 307-0086 or by email at Karen.Stringfield@usdoj.gov within 5 days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the DOD Central Contractor Registration (CCR) database prior to receipt of award. If no competitive responses are received, an award will be made to the Council of Professional Associations on Federal Statistics.
