Description
Modification: January 14, 2007 is changed to January 14, 2008. All other information remains the same. The Government is seeking professional design services from an architect-engineering (A/E) firm to develop working drawings and specifications for project: 646-08-101, Upgrade Emergency Power Distribution at the VA Pittsburgh Healthcare System, University Drive Division, Building One, Pittsburgh, PA 15240. GENERAL: Develop construction contract drawings and specifications to complete the renovation of approximately 3,000 square feet of electrical/mechanical/storage space into electrical equipment space, construct a 2nd floor addition approximately 2,100 square feet to the existing generator room area, and complete upgrades to the emergency power distribution system, Building One at the University Drive Division of the VA Pittsburgh Healthcare System. The proposed area to be included in the scope of the project is in the existing Building 1 generator room area located near and including Building 10. This work includes architectural, civil, structural, electrical, mechanical including HVAC and control replacement, asbestos abatement, monitoring, and site modifications. SPECIFICS: The project involves architectural and engineering services required to renovate approximately 3,000 square feet (+/- 10%) of the existing electrical/mechanical and storage space into electrical equipment/power distribution space and construction of a second floor addition approximately 2,100 square feet (+/- 10%), including but not limited to the following: ? Construct a 2nd floor addition to the existing ground floor generator area in Buildings 1 and 10. This area will contain new paralleling switchgear with distribution circuit breakers and closed transition/maintenance bypass type automatic transfer switches along with touch screen emergency power monitoring and control system for the emergency power distribution system. Emergency power feeders from the new 2nd floor addition will be installed in underground duct bank to feed the low voltage (480/277 Volt, three phase) emergency power requirements for the boiler plant, Building 6, cardiac catheterization labs and future CARES projects. Two additional alternate locations for this function will be addressed as part of the schematic design for this project. ? Renovation of the existing ground floor generator area in Building 1 and 10. The renovation includes installation of four new prime rated 1500 kW 480/277 Volt three-phase diesel generator sets, which will have the capacity to be paralleled together using the new paralleling switchgear on the 2nd floor area. The exact number and size of the new generators may be adjusted according to design related issues. The existing three generators in Building 10 will be removed. The existing normal power distribution will be relocated from the emergency power area to comply with code requirements. The emergency power distribution from the generator area will be brought up to current codes during the renovation. Design shall include new draw-out circuit breaker switchgear, controls, transformers, panelboards, and feeders associated with the new switchgear. Short circuit/coordination study shall be part of the project design. Two additional alternate locations for this function will be addressed as part of the schematic design for this project. ? Installation of a stand alone outdoor-rated, 4160 Volt, three-phase, 1500 kW diesel generator at the boiler plant. The exact size of the new generator may be adjusted according to design related issues. The generator will provide emergency power for the main chillers, thereby meeting the new Joint Commission recommendation to ensure that air conditioning units are on the emergency power system to help prevent adverse events caused by an emergency electrical power failure. ? Evaluation of the existing 480/277-Volt and 208/120-Volt three phase emergency power distribution system in the main hospital building (Building One) and development of riser/one-line diagrams. Short circuit/coordination study for the entire emergency system shall be part of the project design. ? Evaluation and design for a remote monitoring and control system which is expandable and includes the emergency power distribution system equipment. ? Recommend and develop bid alternatives as necessary to meet the budget limitations. ? Field verification of existing space and existing utilities servicing the renovated space. ? Design and V.P.I.H. Services for asbestos abatement of the renovated space including the monitoring of abatement activities, air sampling, and final TEM clearances of containment areas. ? Evaluation and design for replacement of the existing HVAC mechanical and ventilation system servicing the renovated space including the removal of fan coil units and replace with VAV units. The existing generator exhaust and fuel systems will be evaluated and design issues addressed for this project. ? Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. ? Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. Storm water issue shall be addressed as part of the design for the new addition. ? Evaluation and design modifications to the existing fire alarm/fire sprinkler system servicing the renovated space to provide sufficient fire protection in the area. ? Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. ? Construction will need to be addressed in multiple phases to allow hospital operations to continue during construction. ? The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and VA master specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 "Room Finishes, Door and Hardware Schedule." All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $5,000,000.00 - $10,000,000.00. This procurement is 100% set-aside for SDVOSB. Interested SDVOSB firms shall submit three (3) copies of current SF 330 to the attention of Pamela Rayburg, Contracting Officer 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
