- The Contracting Center of Excellence, 5200 Army Pentagon, Washington, D.C. intends to award on a sole source basis to McKinsey & Company, 55 East 52nd Street, 23rd Floor, New York, New York 10055, for a contract to conduct a Study and Analysis of Ar my Recruiting and Marketing . The Army requires the services of McKinsey & Company to conduct a study to re-evaluate the Armys marketing management program and best utilize optimum business practices to positively impact a downturn in recruiting performa nce. The statement of objectives shall be to provide a complete update of prior 1999 and 2005 studies (completed by McKinsey & Company) of Army advertising including an assessment of the all the recent work done and recommendations considered by the Army (and for the Army) on recruiting and marketing over the last 7 years, and assessment of Accessions Command performance impacting marketing/recruiting. The period of performance for this fixed price contract is 9 months including options. This is not a req uest for proposals, however, any responses received prior to 12:00 PM, Eastern Time, December 18, 2007 will be given due consideration.
