Description
1) This announcement constitutes the only solicitation: proposals are being requested and a separate solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The National park Service (NPS) contemplates award of a firm fixed price contract, as a result of this combined synposis/solicitation, to the quoter providing the best value to the Government. NAICS code: 326122/332996; small business size : 500 employees. All responsible concerns may submit a quotation whidh shall be considered by the National Park Service (NPS). Quoters shall e-mail or fax their proposals to Idella Mullins at idella_mullins@nps.gov, fax 702-293-8626. Include cost of delivery and off loading at Echo Bay in your proposals. Proposals/quotes shall be submitted so as to insure arrival by 2:00pm Pacific Standard Time, Thursday, December 20, 2007. Address questions regarding this solicitation to Idella Mullins, e-mail idella_mullins@nps.gov and I will in turn send technical questions to the COR on this project. 2) Contract line items: Line item #1,Description: 6 inch gate valve resilient seat hand wheel, Quantity 3 ea Unit price $____________; Total $__________; Line item #2, Description: 6 inch flange adapters molded HDPE, Quantity 6 ea Unit Price $___________;Total $___________; Line item #3, Description: 6 inch IPS backup ring, Quantity 6 ea Unit Price $____________;Total $__________; Line item #4, Description: 6 inch HDPE pipe in 40 foot lengths, Quantity 5,000 ft Unit Price $____________; Total $__________; Line item #5, Description: 6 inch gruvlok HDPE Coupling, Quantity 3 ea Unit Price $______________; Total price $__________; FOB Destination to include the shipping costs to Echo Bay, Clark County, NV, Total Price ____________. 3) Clauses and Provisions: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Provisions 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes/proposals shall contain the following: a) contractor provided information that responds to the evaluation factors noted above; b) price proposal for contract line items noted above; c) Quoters shall complete and return with their quot/proposal a copy of provisions 52.212-3, Offeror Representation and Certifications-Commercial Items; d) acknowledgement of any solicitation amendments. Provision 52.212-2, Evaluation-Commercial items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of the quotations/proposals meeting or exceeding the acceptable standardsfor non-price evaluation factors. PRICE: The NPS will analyze prices to verify they are fair and reasonable per the equirements of Federal Acquisition Regulations, Subpart 13.106-3. the non-price evaluation factors and their associated acceptability standards are: Technical; Capability of the item offered to meet the agency need; product literature, technical features, warranty features. Past performance; Past performance s a measure of the degree of which a contractor has satisified its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating from all sources contacted by NPS. The NPS will evaluate past performance based on, the Government knowledge of quoter's past performance, and/or references obtained from any other source". Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Clause 52.219-28, Post-Award Small business Program Rerepresentation, applies to this acquisition.
