- Description
- The National Institute of Allergy and Infectious Diseases (NIAID), Acquisitions Management Operations Branch (AMOB) is currently seeking small business sources that can provide advertising, media, and graphic arts services to create advertising campaigns and place recruitment advertisements with various media outlets such as periodicals, newspapers, and websites for the purposes of promoting NIAID's outreach efforts to target and acquire a diverse workforce of skilled, health-related, scientific, and other professionals - especially underrepresented minority groups - needed to increase research efforts against infectious and immune-mediated diseases, immune tolerance, AIDS, bio-terrorism agents, emerging diseases, and vaccines studies. The contractor will be required to research various markets and conduct in-depth research for special publications that are of interest to the NIAID mission and which reaches out to the target audience(s) to determine advertising availability which will coordinate with other NIAID outreach and recruitment efforts statewide and nationally; develop strategies for advertisement placement to target specific audiences; and develop and suggest improved recruitment approaches and refined advertising strategies to better fulfill hiring needs. The Contractor shall also be required to assist in the implementation, administration and monitoring of print advertising and placement activities including production, typesetting, layout, copy preparation, and design when requested; and also in designing and producing materials such as conference banner displays, pamphlets, brochures, folders to disseminate information, signage, and table cloths which will assist the NIAID, Office of Workforce Effectiveness and Resources in increasing traffic to recruitment booths at medical, scientific and other conferences and career fairs when necessary. The NIAID intends to award an Indefinite Delivery, Indefinite Quantity, Task Order-type contract for a one-year period of performance on or about 05/01/08. The contract will also contain the provisions at FAR 52-217.8 for the consideration of four additional option years of performance. Multiple awards are contemplated. This announcement is specifically for small businesses. No large businesses should respond to this announcement. Interested small businesses including Hub-zone, veteran-owned small business, service-disabled veteran-owned small business, small disadvantaged business, and women-owned small business concerns should respond with a capability statement in writing by e-mail to LaDonna Stewart at lstewart@niaid.nih.gov by 3:00 pm EDT, December 28, 2007 (Teaming arrangements are encouraged). Capability statements must specify the offeror's business size and type, and demonstrate similar work that has been performed in the past. Capability statements should also clearly demonstrate the offeror's ability to fully meet the requirements specified above. This is not a request for proposals. The intention of this announcement is to survey the market for potential offerors.
