Description: This is a Request for Information (RFI) announcement to seek comments, suggestions, and questions concerning the attached Draft Statement of Objectives for NIH Shuttle Services. A Statement of Objectives (SOO) is a Performance Based Acquisition (PBA) which has Offerors creating the Performance Work Statement (PWS) to meet the Government?s requirement. This method allows the Offeror more flexibility in meeting the Government?s requirement objectives. More information about Performance Based Acquisitions can be found at FAR 37.6.
