14 Dec 2007 NASIC is announcing a title change to the MASINT/AGI program. Please review the attachment dated 14 Dec 2007, Final PIXS post to MASINT/AGI. 15 May 2007 TITLE: MEASUREMENT AND SIGNATURE INTELLIGENCE/ADVANCED GEOSPATIAL INTELLIGENCE (MASINT/AGI) PROGRAM INDUSTRY DAY INFORMATION The National Air and Space Intelligence Center?s Advanced Technical Exploitation Division (NASIC/DEM) will be hosting an Industry Day for all interested industry personnel on Tuesday, 5 June 2007, at the AFIT Kenney Hall Auditorium on Wright-Patterson Air Force Base (WPAFB), OH, Area B. NASIC/DEM personnel will present a series of briefings which will further explain our MASINT/AGI program. Industry Day will be conducted at the Secret collateral level. Check-in will begin in the front lobby at 0715. Briefings will begin at 0800 and run until approximately 1715. The planned Agenda is attached. Advanced registration for Industry Day is required and must be received by Ms. Joey Pence by 3 p.m. on Friday, 25 May 2007. Each company may register up to five (5) personnel to attend Industry Day. All attendees must possess a Secret collateral level clearance. Registration must be accomplished by sending a letter on company letterhead with the first and last name of each of the company?s attendees (no more than five). Your signed letter may be sent to Ms. Pence as an attachment to an e-mail. Security clearances for all attendees must be passed by Friday, 25 May 2007, by sending a visit request through the Joint Personnel Access System (JPAS) to NASIC/SO (WE0UFB6K3). Attendees without access to JPAS must include their Social Security Number in their registration letter so that NASIC can verify clearances. To access WPAFB Area B, arrive at any of the two (2) Area B gates (see attached map) and show the security guard a valid driver?s license or DoD ID card. Tell the guard you are attending the ?NASIC MASINT/AGI Program Industry Day at AFIT Auditorium.? The guard will check your name against the guest list to allow you to proceed to the AFIT Auditorium. Cell phones, laptops, and other recording devices will not be permitted at Industry Day and should not be brought into the AFIT building. Note-taking will also not be permitted. NASIC/DEM will accept individual briefings from industry on Wednesday, 6 June 07, and Thursday, 7 June 07, from 0800 to 1600 each day. The purpose of the individual briefing is to allow industry the opportunity to more fully explain to NASIC/DEM their capabilities at the (up to) Top Secret Sensitive Compartmented Information (TS/SCI) level. Each individual briefing session will start on the hour and will last no more than 45 minutes and will include no more than three (3) industry personnel per session. If you would like to sign up for an individual industry briefing session, e-mail your request to Ms. Joey Pence by 1500 Friday, 1 June 07. In your request, identify your preference for a morning or afternoon session. We will assign a time to you, taking your preference into consideration. TS/SCI clearances for these sessions should be passed to NASIC/SO (WE0UFB6K3) via a message in JPAS. Classified briefings to NASIC must follow approved security procedures. Direct all questions to Joey Pence, Contract Negotiator, ASC/PKN, Bldg 16, Rm 132, 2275 D St., Wright-Patterson AFB, OH 45433-7228, e-mail: joey.pence@wpafb.af.mil. 19 April 2007 SOURCES SOUGHT SYNOPSIS For the MEASUREMENT AND SIGNATURE INTELLIGENCE/ADVANCED GEOSPATIAL INTELLIGENCE (MASINT/AGI) PROGRAM Technical POC Ms Laurel Hunt; Contract Negotiator, Ms Joey Pence, e-mail: joey.pence@wpafb.af.mil. The National Air and Space Intelligence Center?s Advanced Technical Exploitation Division (NASIC/DEM) is contemplating the establishment of one or more than one 5-year contract for both the production as well as the research and development of the MASINT/AGI Program, with an estimated ceiling of $600M. The contract(s) will support all aspects of NASIC/DEM?s mission to provide timely, tailored MASINT and AGI products, services, capabilities, and technical support to the operational, arms control & treaty monitoring, acquisition policy, scientific & technical intelligence community, and to national defense policy makers. Based upon the evaluation of the responders? proposals, the Government shall have the absolute right to award one or more than one contract. The non-nuclear MASINT program covers the electro-optical, radar, space object identification, laser, and radio frequency MASINT sources and systems. The AGI program encompasses radar, spectral and infrared data sources and systems. Production activities will include the tasking, processing, exploitation, reporting, dissemination, and archiving of all non-nuclear MASINT and AGI data and products. The research and development activities will further expand and enhance current capabilities for rapid prototype and deployment to operational users, as well as investigate phenomena, develop capabilities for advanced systems and identify requirements for future non-nuclear MASINT and AGI systems. Based on current program requirements, contractor personnel must be able to work both on and off Wright-Patterson AFB. Contractor personnel must be able to obtain up to Top Secret Sensitive Compartmented Information (Top Secret/SCI) level clearances as required. It is envisioned that successful offerors will be required to maintain a local office near Wright-Patterson AFB. Potential sources must provide, in their response to this announcement, the following information: (1) Evidence of previous experience in all areas of non-nuclear MASINT and AGI production and research and development, as detailed above; (2) Evidence of previous experience in design, development, and maintenance of processing and analysis software in Fortran, C, C++, HTML, IDL, Perl, Java and Java Script programming languages on UNIX, NT, and PC based platforms and workstations; (3) Evidence of general knowledge in the sciences and technologies of physics, electro-optics, signal processing, communications theory, electromagnetics, electronics, scientific programming, meteorology, avionics, mathematics, geophysics, and system networking; (4) Evidence of a process to obtain Top Secret/SCI level cleared personnel and a Top Secret/SCI level facility in accordance with Industrial Security Manual (DoD 5220.22M); and (5) Small businesses must demonstrate the ability to perform in a majority of the MASINT and AGI production and research and development areas described above. The response must not exceed 15 single-spaced, 12-point typed pages in total. All responses shall be unclassified. Two hard copies and one CD should be submitted to Ms. Joey Pence at the address listed below. Responses should be received within 21 calendar days after publication of this announcement. NASIC/DEM is also contemplating conducting an Industry Day on Tuesday, 5 June 2007, at the Air Force Institute of Technology (AFIT) Auditorium on Wright-Patterson AFB to further explain the mission and to solicit inputs from Industry. Industry Day is envisioned to be conducted at the Secret collateral level. Further information will be posted at a later date. Foreign participation on this contract is not authorized. All respondents shall indicate whether they are large or small business in relation to North American Industry Classification System (NAICS) Code 541330, size standard $4.5M. The Government reserves the option to set this acquisition aside for small business. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman, Ms. Deborah Haley, ASC/AE, (937) 255-5315, with serious concerns only. The only purpose of the Ombusdsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition.
