- AN ADDITIONAL PRELIMINARY PLANNING BASELINE COST DOCUMENT IS AVAILABLE EFFECTIVE 29 NOV 2006. THE PRELIMINARY PLANNING BASELINE COST REPORT (COMPARE Version 2.1a) and supporting documentation for this competition may be downloaded at www.esol.navfac.navy.mil. The password required to open the document is cnicsafety. A link to download COMPARE software may be found on the Navy's Strategic Sourcing Website at http://strategicsourcing.navy.mil/. THIS IS NOT A SOLICITIATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised ), Performance of Commercial Activities, 29 May 2003, this notice represents the formal public announcement and official start date of a public-private competition of Safety Support Services performed for Commander, Navy Installations Command at Navy installations throughout the continental United States (CONUS) including Hawaii. The incumbent service providers affected by this public-private competition are approximately 304 Department of Defense government personnel positions (289 DoD civilians and 15 military). Additionally, existing government support contracts for these services may be impacted as a result of this competition. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged respond to the solicitation. The preliminary planning baseline cost report (COMPARE Version 2.1) and supporting documentation for this competition will be available approximately November 30, 2006. A notice of its availability and the appropriate links will be provided by a modification to this announcement. The Department of Defense Competitive Sourcing Official is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the Department of the Navy is Mr. B. J. Penn, Assistant Secretary of the Navy (Installations & Environment). The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is September 29, 2007.
