- H92244-08-T-0025 Amendment Number 1 Questions and Answers. 1. Is there an incumbent providing these services? Answer: No. The Annual Command Operations Report is currently being completed by Command personnel as a collateral duty. The Database part of the requirement is new and has yet to be developed/accomplished. 2. May I have info on the scale of the Database to be developed? Answer: The scale of the Database to be developed will be up to the offeror based on their expertise and determinations from the requirements in the SOW. 3. Is there an existing Database or does the contractor have the option of using commercially available software? Answer: The Command ADP personnel will design and provide software for the Database based on the awarded contractor?s determinations. The requirement is for the offeror to determine what to include, how to best organize it, to identify what data to capture, and finally, to populate the Database (that will be built by our Command ADP personnel based on the fore mentioned results) with the data. 4. What is the anticipated scope in manpower for this advertisement? Answer: Only very rough estimates can be provided as the manpower/time required will depend on several factors. The forecasted rough ?best? estimates for manpower are as follows: 30-50 hours per month for NINE months for CLIN 0001. 40-60 hours per month for THREE months for CLIN 0002. For option one, CLIN 0004, 40 to 60 hours per month for THREE months. For option two, CLIN 0005, 30 to 50 hours per month for TWO months. 5. How many NSW background employees are needed to complete the report portion? Answer: It is envisioned that all personnel working on the requirement would have the required background. 6. How many SECRET positions will be required? Answer: Same as answer to number 5 above. 7. Are travel costs to be charged separately and should they be included in proposals for CLIN 0003 and option three CLIN 0006? Answer: Travel costs will be charged on an as needed basis and only with prior permission of the Government, limited to the allowances of the JTR. It is requested that you estimate your amount required for travel (lump sum amount only, no cost breakdowns required) for each CLIN 0003 and 0006. 8. Under para (3), "Period of Performance" the RFQ states an exact timeline for completion of the FY07 Command Operations Report (CLIN 0002). Does this time line for CLIN 0002 take priority over the data base establishment described in CLIN 0001? Specifically, can CLIN 0001 (the data base project) begin after the final FY07 Command Operations Report is submitted (CLIN 0002)? Answer: The timeline is up to the offeror. The requirement is that CLIN 0002 (Operations Report) be completed and given to the Technical POC by 29 February 2008 and CLIN 0001 (Database Population) be completed nine months after award. 9. Options and Cost Projections: Should the response to the RFQ break the price down into completion of CLIN's 0001 and 0002 and then Options 1 (CLIN 0004) and 2 (CLIN 0005); or, should the total price be submitted as one figure for the full 9 months of award? Answer: Please provide a quote/price for each separate CLIN (0001 thru 0006) and include the grand total.
