- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ 297151 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-22. Period of performance is 9 months. This is a small business set aside. It is anticipated that this requirement will require 400 hours. The National Institute on Drug Abuse on behalf of the National Institute of Mental Health (NIMH) has a requirement for a qualified science writer to attend all Interagency Autism Coordinating Committee (IACC) meetings and related Scientific Workshops. The IACC meetings are typically held twice a year. It is an all day meeting and includes presentations and discussions about federal and private autism-related activities as well as scientific presentations from investigators in the field of autism research. The workshops are held in the Bethesda, Maryland or within commuting distance of Bethesda, Maryland. Eight workshops will be held with a duration of 2-3 hours at each workshop. ? Ability to draft strategic plan introduction and main sections, and then work iteratively with the NIMH Autism Team and other staff to help develop the final document. ? Provide IACC Meeting Summaries. Summaries will be based on both meeting notes and provided verbatim transcripts of meetings. ? Ability to provide copious notes from meetings and workshops that can be shared with the NIMH Autism Team and the Executive Secretary of IACC. ? The deliverables will be a 15-20 page summary of each IACC meeting that will need to be cleared and posted on the IACC website; a 40-50 page strategic plan document that emerges from the work of the IACC meetings and workshops; and meeting notes or minutes as requested from all the meetings and workshops. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are as follows: ? Ability to prepare all documents in a timely manner and to perform necessary edits and revisions until approved for posting on a website. ? Full availability to attend ALL IACC meetings and related workshops. ? Prior experience with scientific writing with an emphasis in autism spectrum disorder and mental health ? Publishing experience within the scientific community including additional publishing credits from major news outlets within the last 5 years Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. AMENDMENT ONE IS ISSUED TO FURTHER CLARIFY THE REQUIREMENT AND TO EXTEND THE DUE DATE FOR RESPONSES TO DECEMBER 21, 2007. The vendor will be required to draft a strategic plan which would include an introduction and main sections, and then work iteratively with the NIMH Autism Team and other staff to help develop the final document. In addition, the vendor will provide IACC Meeting Summaries. Summaries will be based on both meeting notes and provided verbatim transcripts of meetings. The vendor will need to provide copious notes from meetings and workshops that can be shared with the NIMH Autism Team and the Executive Secretary of IACC. The deliverables will be a 15-20 page summary of each IACC meeting that will need to be cleared and posted on the IACC website; a 40-50 page strategic plan document that emerges from the work of the IACC meetings and workshops; and meeting notes or minutes as requested from all the meetings and workshops. The vendor is required to ALL IACC meetings and related workshops. The anticipated delivery time for the meeting notes or minutes is 10 days. The anticipated delivery time for the strategic plan is 30 days. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are as follows and in order of importance: Prior experience with scientific writing with an emphasis in autism spectrum disorder and mental health Experience in providing all documents in a timely manner and ability to perform necessary edits and revisions until approved for posting on a website. Publishing experience within the scientific community including additional publishing credits from major news outlets within the last 5 years Price will be evaluated as it relates to best value for the Government.
