Description
Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Cryptologic Systems Group (CPSG) requires the upgrade of 13 each AN/ARC-231 Receiver Transmitters (RT-1808) and the repair/upgrade of 1 each AN/ARC-231 Receiver Transmitter (RT-1808). NSN: 5821-01-500-4770CA, P/N: 902219-804. Required delivery is 60 days after receipt of contract and repair assets. CPSG intends to make an award to the OEM, Raytheon Company, CAGE: 37695. The AN/ARC-231 Receiver Transmitter (RT-1808) is developed by and owned by Raytheon Company. CPSG requires Raytheon to repair and upgrade these radios to support Department of Defense requirements for information superiority by ensuring secure communications in support of combat operations on a multitude of aircraft platforms. Raytheon is the only known source to repair and upgrade the AN/ARC-231 Receiver Transmitter (RT-1808). No other company offers this service and moreover, Raytheon Company has proprietary rights to the required source code. As a result, no other vendors can provide the maintenance service and upgrades required on the AN/ARC-231 Receiver Transmitter (RT-1808). Interested parties may email patricia.bocock.ctr@lackland.af.mil not later than 2 JANUARY 2008 4:00PM CST. Per FAR Part 5.207-13(e), Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This NOPCA is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Those firms interested must indicate whether they are U.S. or foreign owned. Interested firms must also be NSA Type 1 certified at the time consideration is requested
