Description
The VA Medical Center in Coatesville, PA is seeking professional A/E services for the Renovate Pharmacy project. This project will require multi-disciplines that will include architectural, electrical, structural, mechanical engineering and industrial hygienist services. The work involves renovation of approximately 7,500 SF of vacant space located in building 2 on the second floor that will be completely renovated in order to co-locate both the Inpatient/Outpatient Pharmacy and Administration space, expand the area to effectively combine all three (3) areas in a functional and patient-friendly environment in accordance with all national architectural, electrical, mechanical and building codes, ADA requirements, fire/life safety, security codes, JCAHO compliance and VA Handbook 7610 (268) criteria. Demolition shall include any identified asbestos or asbestos containing materials in accordance with EPA Requirements. This project includes demolition of all necessary interior walls, ceilings, flooring and utilities in order to provide a functional space. Design includes: a) Evaluate and upgrade existing heating and HVAC system, piping, ventilation, exhaust, domestic water and drain vent, fire alarm and sprinkler systems; b) Evaluate and determine demand for electrical load needed for entire Pharmacy suite and emergency power; c) Construct a Type II Pharmacy vault in accordance with Controlled Substance Act of 1970; d) Masonry walls shall be covered with drywall, new drywall partitions, new doors and frames, new vinyl seamless flooring, carpeting, vinyl floor tile, new suspended ceiling and light fixtures, new switches, receptacles and interior painting; e) Telephone and data conduit, cable runs, etc.; f) Physical security control in accordance with U.S. Food and Drug Administration and VA guidelines/requirements; g) Pharmaceutical compounding and sterile preparations room to meet USP 797 requirements for IV admixtures and chemotherapy with an anteroom; h) Agent Cashier counter & Pharmacy dispensing counter in accordance with U.L. Standard 752 for Class III Ballistic Level protection; i) Staff ADA male and female toilet/locker room facility; and j) Patient waiting area with ADA toilet facility. A/E Services to include site investigation and verification of as-built drawings, drawings and specifications, cost estimates, construction period services and site visits. A/E will provide 25% design submission, 50% design submission, 90% design submission, and 100% final submission. 100% final submission is due 210 calendar days after the notice to proceed is issued. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $1,000,000 and $2,000,000. The area of consideration for this acquisition is restricted to firms within 100 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation and information to the Contracting Officer (542/90C), VAMC, 1400 Blackhorse Hill Rd., Coatesville, PA 19320 by close of business Friday, January 18, 2008. NAICS 541310 applies. This is not a request for proposals. This procurement is unrestricted. If subcontracting opportunities exist and the submitting firm is not a small business, the small business contracting goals will be: 3% (SDVOSB), 7% (VOSB), 5% (SDB), 3% (HUB Zone), 5% (WOSB), and 25% (SB). The award of the contract is subject to the availability of FY 08 funding. See numbered note 24 and 25.
