- This is only a Sources Sought Notice, not a Request for Proposal (RFP) and all information received will be for planning purposes only. The Army does not intend to award a contract on the basis of your responses or otherwise pay for the preparation of any information presented or the use of any such information. All proprietary information should be marked as such. This Market Research/Sources Sought is being issued to seek available sources to provide Post Deployment/Post Production Software S upport, and Fielding, Training, Logistics, Documentation, Engineering and Technical Support Services for the JNMS. The JNMS is targeted to provide a planning capability for the Joint Network Node (JNN) and other transport systems which would be employed in establishing a Joint Task Force backbone network. The services to be acquired for the JNMS will include integration of software (to include JNMS, Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) Software (SW) into Government Furnish ed Equipment, providing Fielding and New Equipment Training (NET) services, implementing an Information Assurance Vulnerability Management (IAVM) program, generating security accreditation documents, providing security accreditation support to the deployed sites, providing post deployment/post production software support (PP/PDSS) services, Configuration Management, for the current configuration and any potential changed configuration, logistics services, Service or site specific engineering services, tech nical assistance services to the Joint community, to include manning the help desk, providing on site support to fielded sites on an as requested basis, and purchase of minimal quantities of required Software from time to time on an as needed basis, if req uired by the Government. Fielding support will include training the JNMS Staff User and System Administration functions. The user community to be fielded and or supported will include US Army, US Marine Corps, and the Missile Defense Agency. Sites will be world wide. The anticipated award date is March 2008 and is expected to cover the support for the period of April 2008 to March 2009, with two (2) option years which may extend the contract out to March 2011. The current version of JNMS being deploy ed is Software Version 1.4. Technical Requirements have been established for Software Version 1.4 JNMS baseline and can be accessed as defined below. Software Version 1.5 is being developed and will be completed in 2QFY08. It includes adding planning fu nctionality (Time Division Multiple Access - TDMA) and usability features. The government is currently developing an interface between Front Range Heat-based and BMC Remedy-based Trouble Ticketing systems which may be executed. Heat is being used to prov ide the JNN Service Desk and Reporting functionalities. Remedy is being used at Army Theater NetOps & Security Centers (TNOSC), Defense Information Security Agency (DISA), Theater NetOps Center (TNC)s and other sites. The basis of the exchange of informa tion will be the DISA Global Information Grid Standard Ticket (GST) structure. The Government does not possess detailed technical data such as drawings, specifications and software development files for JNMS Software Version 1.4 or 1.5 JNMS configurat ions or the Heat-Remedy interface. The Army currently has a contract with Science Applications International Corporation (SAIC) for the JNMS. Currently SAIC is developing Software Version 1.5 under the same contract. The performance of that contra ct will end on 31 March 2008. Release 1.5 baseline is in development and is expected to be available mid-March 2008. Potential Sources who believe they are capable of supplying the Army with services described above for the JNMS to include a risk management plan to ensure the Governments technical requirements and delivery schedule will be met should respond in wri ting. Technical questions must be submitted by writing. The response must include documentation such as test results, or a statement from the previous source that the supplier can, in fact, supply the required services for the JNMS.
