- The Portland District Corps of Engineers intends to issue an Invitation for Bids (IFB) for John Day Navigation Lock Friction Drum Repair at John Day Dam, Oregon. This job is being procured with unusual and compelling urgency. During a recent inspect ion at the John Day Dam Navigation Lock, the Friction Drums that are used to operate the downstream gate were found to have cracks throughout the drum spokes. The repairs will consist of removing and replacing all the face welds where the spokes meet the hub and rim. The drum is made of A36 plate and sections with most of the cracks in the flanges with a thickness of 1 ?. The repaired welds will need to pass 100 percent ultrasonic testing before being accepted by the Government. There are also some ste el jacking and support frames that need to be fabricated to support the counterweights. All weld repairs will be done with the counterweights supported and the drum unloaded. All work must to be completed between March 8 and March 22, 2008 within the sched uled two-week Columbia River Lock Outage. A Site Safety and Health Official (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. The person that will act as the SSHO for this project is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsible individual. This procurement is open to large and small business concerns; the Magnitude of Construction is between $250,000.00 and $500,000.00. The solicitation will be posted electronically in FedTeDs (www.fe dteds.gov) on or about 21 December 2007, with bids due tentatively 14 days after issuance.
