- The U.S. Bureau of Reclamation, Upper Colorado Region is conducting a market survey to locate SBA certified HubZone, 8(a), SDVOSB, woman owned, etc., small business contractors, as well as large businesses who are deemed qualified to provide construction services at the AV Watkins Dam located 12 miles northwest of Ogden, Utah in Weber County. The Government anticipates using the North American Industry Classification System (NAICS) Code of 237990 with a Size Standard of $31.0 million. The contractor will be required to perform the following services: (1) Remove the top three feet of existing dam embankment to form a working platform; (2) Excavate and install a cement-bentonite cutoff wall from the working platform through the dam embankment and foundation materials, keying the cutoff wall five feet into the underlying clay layer-the cutoff wall will measure 26,000 feet long by 30-inches wide, with a maximum depth of 59 feet and an average depth of approximately 45 feet; (3) Excavate and reconstruct a portion of the existing dam embankment approximately 300 feet in length; (4) Rebuild the top of the embankment that was removed to construct the working platform; and (5) Extend an existing canal siphon by installing reinforced concrete conduit to each end of the siphon. All contractors interested in performing these services must submit a written response to this office (Bureau of Reclamation, Attn: Michaela Nelson, Contracting Officer, 125 South State Street, Room 6107, Salt Lake City, UT 84138) by 10 January 2008. The responses must include the following information: 1) Name, address, and point of contact of business; 2) Appropriate NAICS Code for above construction services; 3) State whether your business is small, large, 8(a), HubZone, or SDVOSB, etc. (using NAICS Code 237990 and Size Standard of $31.0M); 4) Past experience, to include brief description of similar services performed; 5) Capability to provide the services; 6) A statement verifying that the contractor will physically perform at least 20 percent of the work; 7) Description of whether these services should be procured by Sealed Bid (FAR Part 14) or Negotiated (FAR Part 15) method and rationale; and 8) If services are procured using Negotiated method, provide recommended evaluation factors/criteria. This is NOT a request for proposal and does not constitute any commitment by the contractor nor the Government to perform these services. Responses to this notice will only be used by the Government to make appropriate acquisition decisions in terms of source selection methodology and socio-economic decisions. The execution of this project is subject to availability of Federal Funds.
