RFI Advisory & Assistance Services MMS Minerals Revenue Management Introduction The Minerals Management Service Minerals Revenue Management (MRM), is seeking to identify qualified companies that are interested in proposing on an Advisory & Assistance Services (A&AS) requirement. The requirement is for strategic management Advisory & Assistance Services support and assistance for its senior managers in the assessment and evaluation of current and future process improvement projects and in the development, implementation, and monitoring of MRM?s Strategic Business Planning Initiative. The MRM is further seeking technical assistance Advisory & Assistance Services support in addressing operational issues and developing appropriate business solutions in the areas of financial accounting, compliance operations, royalty asset management, and Indian trust management. The Government is conducting Market Research under FAR Part 10 and is not requesting any services at this time. This is an informal request is for information purposes only. The Government does not intend to solicit a contract on the basis of this synopsis or to pay for information requested or provided. Information submitted shall not be used as a proposal. Your response will be treated as information only. Background The Minerals Management Service Minerals Revenue Management (MRM) organization is responsible for managing all program activities involved to collect, account for and disburse billions in revenues from offshore mineral leases on Federal and Indian Lands. In 2005, the MRM commenced an important new multi-year strategic planning effort, titled the MRM Strategic Business Planning Initiative, which will chart the course and direction of the future MRM business enterprise for the period through 2012. The Initiative is multi-phased plan to meet future business objectives including formulation of blueprints of future business models and strategies needed to meet business objectives, preparation of a MRM enterprise-wide strategic plan and business plans for six MRM strategic mission areas and execution of these strategic and business plans. A&AS to be provided to MRM - Consultation and assistance in strategic, tactical, and operational planning - Monitoring and evaluating program performance - Review and analysis of reports, work products, and strategic documents - Professional writing and editing of documents and reports - Technical support and guidance for business solutions and improvements - Technical support in updating program and operational information on the web Deliverables 1) Assist MRM senior managers and staff in the preparation of strategic plans, business plans, implementation action plans, and program improvement projects. These efforts encompass participation by numerous subject-matter experts throughout the organization with teams for each MRM mission area led by separate team leaders. Facilitate integration of MRM strategic improvements with the DOI Strategic Plan and the President?s Management Agenda. 2) Assist MRM senior managers and staff with updating program and operational information on the MRM website. 3) In support of senior managers, prepare meeting agendas and work products and, as required, participate in or facilitate strategic planning activities. 4) Provide advice to and assist senior managers in the preparation or review of work plans, business plans, and other strategic and tactical documents and work products. 5) Prepare periodic written reports on actions taken in response to external reports or in response to higher-level management direction. 6) Provide technical support and recommend corrective actions in response to GAO, OIG, and other oversight groups. 7) Assist senior managers in developing business solutions in the areas of work planning, financial and compliance operations, tactical planning, management controls, and operational improvements. 8) Provide guidance and assistance to senior managers in the preparation or review of briefing documents, reports, and other work products required to support on-going operational activities and special projects. 9) Meet with MRM operational managers and key personnel and participate in or facilitate meetings to evaluate operational performance, address program priorities and issues, and develop business solutions as required. 10) Assist senior managers in monitoring and evaluating, work products and deliverables in areas of strategic, tactical, and business planning. Corporate Capability and Experience MRM is seeking companies that: 1) Demonstrate an understanding of the described tasks 2) Commit senior management consultants that possess the background, appropriate skills and recent direct experience performing similar work. At a minimum, these skills and work experience should include: ? Knowledge and understanding of the statutory, regulatory and policy requirements that guide the MRM in managing Federal and Indian mineral royalties whether collected in value or in kind. ? Specific knowledge and experience in strategic and tactical business planning, establishment of strategic business goals and performance metrics, and assessment of performance against established metrics. Knowledge and experience must include application of the Government Performance and Results Act and the Office of Management and Budget performance Assessment Review Tool in Federal program performance planning and assessment. ? Expert knowledge and experience in business process improvement design, development and implementation in organizations with complex business requirement and objectives. ? Working knowledge of the enabling role that information technology plays in the support of business processes. ? Advanced skills in the preparation of written reports and assessments. 3) Demonstrate a work history of commitment to the delivery of acceptable services and products within defined schedules and budgets.
