- The NPS is contemplating making multiple, or multiple single awards of prepriced Indefinite Delivery, Indefinite Quantity (IDIQ) Construction Contracts, sometimes referred to as Job Order, or SABER contracts using a bid coefficient or multiplier against the R.S. Means bare cost for the parks located in Arizona: Canyon De Chelly National Monument, Casa Grande Ruins National Monument, Chiricahua National Monument, Coronado National Memorial, Fort Bowie National Historic Site, Glen Canyon National Recreation Area, Grand Canyon National Park, Hohokam Pima National Monument, Hubbell Trading Post National Historic Site, Montezuma Castle National Monument, Navajo National Monument, Organ Pipe Cactus National Monument, Petrified Forest National Park, Rainbow Bridge National Monument, Saguaro National Park, Sunset Crater Volcano National Monument, Tonto National Monument, Tumac?cori National Historical Park, Tuzigoot National Monument, Walnut Canyon National Monument, and Wupatki National Monument. The anticipated location workloads will dictate the need for either single or multiple awards at each location. Multiple parks within the same geographical location might be consolidated into a single contract. All awards will have minimum guarantees of $10,000 to $100,000 with maximum limits of $3,000,000 to $10,000,000 over the life of the contract depending on the park location and the projected construction workload. Contracts will be awarded for one base and four possible option years. The NAICS will be 236220 or 237990. It is contemplated that the technical evaluations will give a price/technical trade-off preference to contractors' proficient in estimating using the R.S. Means. The purpose of this synopsis is to determine the social economic status of interested contractors to help determine if any or all of the awards should be set-aside for a targeted economic group. All interested contractors should respond with their social economic status, bonding capacity, capabilities, past experience, workforce location, which parks they would be interested in supporting, and anything else they would like us to consider when preparing the solicitation. Please limit your response to a 5 page word document or a 2 page email. We do not want lengthy company brochures or excessively large electronic files.
