- This is a Sources Sought Notice. This notice is a mechanism for obtaining feedback from industry in regard to the general requirements as stated below. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources prior to the issuance of a Request For Proposal. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought. The U.S. Department of Homeland Security (DHS) is interested in increasing its knowledge of small businesses qualified to provide scientific, engineering, and technical assistance services (SETA) in support of the DHS National Communications System (NCS). The NCS SETA National Security/Emergency Preparedness (NS/EP) activities include, but are not limited to, the following: NS/EP Program Management, Cost/Schedule Management, Financial Management, Planning Support, NS/EP Acquisition Support, NS/EP Technical Support, NS/EP Conference Support, NS/EP Documentation Maintenance, Test and Exercise Participation and Evaluation, Modeling and Simulation, Priority Telecommunication Services and Critical Infrastructure Support, Technology Investigation, Analysis and Recommendation, Other Engineering Support, Operations, Logistics, Ad Hoc Studies, NS/EP Strategic and Operational Planning, Other Technical Services Required for Office of the Manager NCS and NCS Support. Additional information on the overall mission of the NCS is available at the following website: http://www.ncs.gov/index.html. The North American Industry Classification System (NAICS) code applicable to this requirement is 541618 - Other Management Consulting Services (Telecommunications Management Consulting Services). So that we may better determine the capabilities of small businesses for this upcoming procurement, we request that you submit a copy of your company's capability statement.
