Description
120mm Illum Solicitation W15QKN-07-R-0320 Clarifications 1. Is the EPA clause mandatory or voluntary? Government Response: As we are in a competitive environment and all offerors must be evaluated the same, the EPA clause is mandatory for all offerors. 2. The EPA clause states that there shall be no adjustment of price for any change that would not result in a net change of at least five per cent of the price initially awarded. Is this a five per cent change in the cost of steel, or the unit price of the mortar? Government Response: The five per cent change is based on the unit price of the shell body. 3. Clause 52.232-16, Progress Payments, is not incorporated by reference in section I. Is this an error and will Progress Payments be authorized? Government Response: Progress Payments may be authorized to the awardee only if he has an approved accounting system.
