- The Government intends to pursue a sole source acquisition of services for a requirement which involves assembling mobile Contractor Field Teams (CFT) to perform F-16 bushing structural repairs at Air Force facilities (US and Foreign) world wide, including CONUS. This effort is for the following structural repairs, which could include wing overhaul requirements: 1) Wing Rib Pylon Bushing, 2) Wing Root Bushing, 3) Landing Gear Bushings, and 4) Gun Cup Bushing. The contractor shall have current authority, a viable methodology and schedule to obtain authority, and/or a viable alternative to perform within the following proprietary specifications: Lockheed Martin's Fort Worth Procedure Specifications (FPS) FPS-3064 and FPS-3066. All work will be accomplished at the direction of a United States Air Force (USAF) engineering disposition. The disposition drives the units repair. Repair locations will vary, world wide, depending on the location of the aircraft. Foreign countries and foreign bases may elect to use a CFT to accomplish their repairs. The contractor shall be responsible for it's own Passports and work visas and shall arrange for the CFT's site hotel/motel. The Government intends to hold the field site responsible for providing a suitable working environment and general shop supplies and providing any aircraft specific documentation/records for CFT annotation. The owning unit will be responsible for coordinating access to the site. The owning unit also will be responsible for all aircraft preparation, visual inspection to verify completion and post repair maintenance. Electronic procedure will be used for this solicitation. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note(s) 26.
