- This is a request for information (RFI) and planning purposes only; it is not to be construed as a commitment by the Government. A contract will not be awarded as a result of this RFI. The US Army Contracting Agency, Contracting Center of Excellen ce (CCE) at the Pentagon, on behalf of the Joint Chiefs of Staff J8 Deputy Director for Force Structure Resources and Assessment intends to procure technical assistance for the Joint Analytical Support Program. The Capabilities Statement for this Sources Sought Market Survey is not expected to be a proposal, but rather short statements regarding the companys existing expertise and experience in relation to the areas specified in the section 3 task areas 1 through 6 listed in the Performance Work Statement (PWS). All businesses (both large and small) are requested to submit capability packages not to exceed 15 pages. Interested small businesses that are certified and qualified as a small business concern in The North American Industry Classification System (NAICS) 541519 with a business size standard of $23 million are encouraged to submit their capability package. In summary, the purpose of the pending requirement is to enhance Joint analysis and war-game support to the Force Structure, Resources, and Ass essment Directorate (J-8) of the Joint Staff, the Combatant and Sub-Unified Commands, Services, and other associated analytical functionaries that facilitate the interactions and collaborative efforts across the Joint Analysis Community. The sub-objectiv es of this requirement are: a) Defining, acquiring, maintaining, and evolving the vision and process enablers in advancing collaborative joint analysis and the transformation of analysis paradigms; b) Exploiting distributed, collaborative analysis techno logies and methods; c) Unifying and leveraging the direct and indirect support needed to enable effective joint analysis by providing liaison and collaborative efforts involving the CCs and analytical agencies; d) synchronizing and leveraging the analysi s and war-gaming capabilities and activities of the Joint Analysis Community; e) Designing, developing, testing, and implementing analytical, educational, and training processes and capabilities for Joint models and simulations and operations research eff orts; f) Maintaining the currency and viability of models and simulations used at the various sites; g) Providing military analyst expertise and support for the development, integration and analysis of Joint concepts and architectures, OPLANs, Time Phas ed Force and Deployment Data (TPFDD) and DOD-directed Analytic Baselines; h) Providing analytical support to Office of the Secretary of Defense (OSD) and the Joint Staff (JS) for major programmatic studies, Mobility Requirement Studies (MRS), Operation Av ailability (OA) studies, and Quadrennial Defense Reviews (QDR); and i) Providing Process Engineering and Process Change and Knowledge Engineering support. Any commercial brochures or currently existing marketing material may also be submitted with the C apabilities statement. Submission of a Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Joint Staff in tailoring requirements to be consistent with industry capabilities. Contractor personn el shall possess a current TOP SECRET (TS) Clearance with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) within the last five years. The company shall possess a TOP SECRET/SCI Facility Clearan ce (FCL). Respondents will not be notified of the results. A Firm Fixed Price contract is anticipated. The Government intends to issue a solicitation in the future for the award of multiple contracts for a 12 month Base Period and four 12-month Option P eriods. An Industry Day is planned for mid-February 2008 to provide interested parties with additional information and solicit feedback on the JASP III requirem ent. The completed RFP in draft form should be released on or about April 2008. Contract award is anticipated in February 2009. Responses to the RFI must be submitted by email to the POC identified below. Contractors are responsible for all costs for submitting their capability packages. The Government may revise i ts acquisition strategy and solicitation requirements based upon industry response. The Government shall not be liable for or suffer any consequential damages for any technical information identified (e.g. limited and/or restricted rights). Questions reg arding this notification should be submitted no later than Friday, January 4, 2008. Capability statements are due 11 January 2007 at 3:00PM.
