Description

The United States Army Research Development and Engineering Command (USA RDECOM) Acquisition Center intends to award a contract for the Joint Program Manager for Nuclear Biological and Chemical Contamination Avoidance (JPM NBC CA) requirement for a J oint Nuclear Biological Chemical Reconnaissance System Increment 2 (JNBCRS 2). The JNBCRS 2 is for use throughout the U.S. Army, U.S. Air Force, U.S. Marine Corps and U.S. Navy to provide the ability for dismounted Chemical Biological Radiological Nuclear (CBRN) reconnaissance and surveillance and sensitive site assessment operations. The JNBCRS 2 requirement is for a Systems Integrator to design the interfaces and package, integrate, test, train, field, and sustain the CBRN set of mission specific kits in to a modular, transportable container. The CBRN Sets, Kits and Outfits (SKOs) include hand held Detection and Identification Equipment, Individual Protection Equipment, Decontamination Equipment and Marking, Sampling, and Reporting Equipment. The NAICS c ode for this procurement is 334516 with the corresponding small business standard of 500 employees. The acquisition will be awarded as a single contract for the JNBCRS 2 System Engineering, Analysis and Integration efforts on a Cost-Plus-Fixed-Fee (CPFF) basis, with options for Low Rate Initial Production (LRIP) and Pre-Planned Product Improvement (P3I) Program on a Cost-Plus-Incentive-Fee (CPIF) basis, and options for Full Rate Production (FRP) on a Fixed-Price-Incentive (Successive Target) basis. The an ticipated period of performance is 24 months for the base contract, 12 months for the first option (LRIP), 36 months for the second option (P3I), and 60 months for the third and fourth options (FRP). The total period of performance is estimated to be 84 m onths for the entire effort, if all options are exercised. The solicitation will be issued on a full and open competitive basis. All responsible sources may submit a proposal, which will be considered by the Government. The anticipated release date of the Request for Proposal (RFP) is on or about 22 January 2008. Solicitation number W911SR-08-R-0001 is the number assigned for this effort. This will be the controlling document for preparation and submission of proposals. No hard copy of this solicitat ion will be issued. Amendments, if any, will be posted at the same location as this RFP. It is the responsibility of those respondents to obtain all amendments and applicable documents.
