- The US Army Medical Research Acquisition Activity intends to issue a sole source purchase order to Applied Biosystems, 850 Lincoln Centre Drive, Foster City, CA 94404, for Core Reagent Kits, Universal Master Mix Kits, and Dye Terminator v1.1 Cycle Se quencing Kits that are utilized for performing bioforensic casework assay in the National Bioforensic Analysis Center (NBFAC) Molecular Biology Laboratories. These kits, which are based upon the Taqman technology patented by Applied Biosystems, have been used in multiple moleculary biology based laboratory procedures for numerous years and are validated under the ISO 17025 Quality Standard. The NBFAC is required to maintain accreditation under the ISO 17025 standard. If other kits were to be substituted f or performing molecular biology assays, the NBFAC would be required to revalidate the assays under ISO 17025 Quality standard as these reagents are considered critical reagents. Revalidation would require additional cost and impact the schedule of work th at NBFAC performs. No soliciation document exists. Any firm that believes it can provide the stated requirement is invited to submit written notification to the contracting officers within 15 calendar days from the date of publication of this notice. Sup porting evidence must be furnished in sufficinet detail to demonstrate the firm's ability to provide the stated capability. Information can be sent to the Contracting Officer at: USAMRAA, ATTN: MCMR-AAA-P (Jodi Cardoza), 820 Chandler Street, Frederick, MD 21702-5014. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the government. If no responses are received, USAMRAA will proceed with the sole source contract.
